Career Field Inc. has previously leveraged partnerships with institutions such as the Child and Family Agency and the Ministry of Health, Labour and Welfare to successfully implement a zero-cost budget system for acquiring nursery teacher qualifications within private nurseries. This approach has led to the successful recruitment of motivated candidates across more than 180 private nurseries. However, the unique nature of public nurseries meant that this model could not be directly applied, prompting many municipalities to inquire about comparable systems for public institutions.

A Revolutionary Cost Structure for Public Nurseries



The newly developed package stands out with its groundbreaking approach, achieving about one-tenth the cost of conventional staffing methods, which includes staffing agencies (25-30% margin) and direct placement fees (1 to 1.2 million yen per individual). This model offers municipalities several benefits:

  • - Stable Human Resources: It enables targeted recruitment and development of talent aligned with local childcare needs.

Through this initiative, we aim to resolve the staffing challenges faced by public nurseries across Japan, thereby contributing to the elimination of waiting lists for childcare and improving the quality of services. In the first year, we plan to implement the model in 20 local governments, with aspirations to expand it beyond nursery teachers to encompass other public service roles in the future.
