In recent years, SHEIN has made a remarkable effort to strengthen its supplier ecosystem through a groundbreaking initiative known as the Supplier Community Empowerment Program (SCEP). Launched in 2023, this multiyear program aims not only to bolster manufacturing capabilities but also to improve the working conditions and overall well-being of workers and their families within SHEIN's supplier network.

Financial Investment and Program Goals



As of the end of 2025, SHEIN has invested over $42 million into the SCEP, which supports a host of initiatives including facility upgrades, the development of innovative manufacturing solutions, and community services. Modernization of Manufacturing Facilities

This effort has had a direct impact on around 33,600 workers, promoting improved working conditions in accordance with SHEIN's model factory standards.

The upgraded factories feature optimized plant layouts, streamlined material flows, and custom production spaces that facilitate efficient manufacturing practices. These enhancements are designed to not only boost productivity but also to create a safer and more accommodating work environment.

Technical Capability Development



SHEIN has established the Centre of Innovation for Garment Manufacturing (CIGM), a dedicated hub for research and development aimed at modernizing garment manufacturing. Covering 58,450 square meters, the CIGM focuses on leveraging technology to develop new tools and lean production techniques that supply chains can adopt.

In 2025, the CIGM held approximately 300 vocational training sessions, benefiting over 13,000 participants in various aspects of garment production, quality management, and innovative technologies. Additionally, the introduction of 10 new production tools aimed at improving sewing processes has supported an overall increase in operational efficiency across factories.

Holistic Support for Workers and Their Families



Recognizing that supplier relationships extend beyond manufacturing, SHEIN's SCEP also emphasizes the holistic support of workers and their families. Initiatives include the Spotlight program, which provides financial assistance to workers facing temporary hardships. In 2025 alone, more than 37,000 workers benefited from the program, with over $800,000 in grants distributed to families in need.

To address childcare needs, SHEIN has initiated the construction of on-site childcare centers for supplier employees. These centers, which are provided at no cost, offer safe learning environments for children of workers, allowing parents to stay close to their families during the workday. By the end of 2025, 30 childcare facilities were in operation, serving over 1,000 children.
