Enhancing Sewer Inspections with Drone Technology in Fukui
Recently, a significant step towards digitizing sewer inspections was made in Fukui Prefecture, Japan, through a collaborative training session among Liberaware, the Fukui Prefectural Government, and VFR Corporation. The training took place at the Kuzuryu River Purification Center, showcasing the capabilities of the small inspection drone, IBIS2. The primary goal was to advance the inspection techniques for sewer facilities by integrating advanced technology.
Overview of the Training
The event was held at the Kuzuryu River Purification Center, strategically located at Sakai City, and featured an introduction to the training, followed by a live demonstration flight of the IBIS2 drone. This facility plays a critical role in processing wastewater from areas including Fukui City, Awara City, and Sakai City, discharging treated water back into the Kuzuryu River.
Background and Necessity
According to a report from Japan's Ministry of Land, Infrastructure, Transport and Tourism, the total length of sewer pipelines in the country has reached approximately 500,000 kilometers, of which roughly 40,000 kilometers exceed their standard useful life of 50 years. Projections indicate that in another decade, about 100,000 kilometers will surpass their lifespan, climbing to 210,000 kilometers by 20 years from now.
A road subsidence incident in January 2025 in Yashio City, Saitama Prefecture, was primarily attributed to the deterioration of aging sewer pipes. This incident underscored the urgent need for improving the maintenance and management systems of aging sewer infrastructures across the country. In response, the Ministry released the results of emergency inspections for sewer management in 14 locations across seven prefectures shortly thereafter.
Fukui Prefecture is actively engaged in enhancing the safety and durability of its sewer facilities through initiatives like the seismic retrofit project for major sewer installations. However, the increasing number of aging pipes, many exceeding the statutory lifespan of about 40 years, requires immediate attention, particularly in securing financial resources for inspections and addressing the shortage of skilled personnel to ensure proper maintenance.
Given this situation, the training session was crucial for upgrading the inspection and diagnostic techniques utilizing digital transformation (DX) technology.
Roles of Each Company Involved
- - Fukui Prefecture: Identified challenges related to sewer pipe inspections.
- - VFR Corporation: Provided on-site support and inspection proposals.
- - Liberaware: Assisted in building inspection processes and supporting drone operations.
Highlights of the Training Session
During the training, participants utilized the IBIS2 drone to visualize cracks and corrosion in concrete walls, as well as inspect the conditions of outdoor pipes and open channels. Additionally, the data collected was used for three-dimensional modeling, enhancing the understanding of the infrastructure’s current state.
Protocols necessary for safe and reliable drone operations, including route verification and safety checks, were validated during the session. Shared insights on operational challenges and improvement opportunities were exchanged among participants.
The outcomes from this training are expected to serve as a model for minimizing manual labor in sewer inspections and implementing digital management practices, ultimately leading to increased efficiency and safety in maintenance operations throughout Fukui Prefecture.
Future Prospects
As concerns over aging infrastructure management continue to rise at national and local levels, the application of drones in sewer inspections, as demonstrated by IBIS2, represents a groundbreaking solution that simultaneously addresses safety, efficiency, and cost-effectiveness. Building on the success highlighted during this training, efforts will be made to further promote advancements in inspection technology and digital transformation, collaborating with local governments, companies, and relevant organizations to ensure sustainable infrastructure management in the future.
