China's Vision for AI Development and Global Collaboration

Recent endeavors by China highlight its ambition to dominate the field of artificial intelligence (AI) while simultaneously enhancing partnerships with countries across the Global South. A recent visit by President Xi Jinping to Shanghai, which included key stops at the Shanghai Foundation Model Innovation Center and the New Development Bank, underscored this dual focus on technology innovation and international cooperation.

Unveiling the AI Ecosystem

During his visit to Shanghai, President Xi launched a groundbreaking AI ecosystem dubbed the ‘AI Supermarket’. This platform encapsulates a wide array of AI resources, providing access to cutting-edge deep learning models and state-funded computational power. The initiative aims not only to support existing businesses but also to foster new AI enterprises optimizing data work and portability.

This innovative complex is part of the Shanghai Foundation Model Innovation Center, which boasts a sprawling 60,000 square meters and has already engaged over 100 firms. With 18 support programs, startups are offered computational subsidies, fundraising networks, and access to comprehensive open data platforms, creating an ideal environment for technological growth.

President Xi encouraged Shanghai to establish itself as a leader in the AI landscape, pushing for the swift formation of a global scientific and technological innovation hub. In a previous meeting four days prior, Xi emphasized the imperative for China to secure its competitive edge in this strategic sector, signaling the nation’s determination to stay ahead in AI technologies.

Building a Competitive Advantage

This innovation center serves as one of the pioneering incubators for large-scale AI models in China. It aims to establish Shanghai as a formidable player on the global stage through strategic investments in technology and human resources. Five functional platforms have been integrated, offering computational power, open data services, evaluation mechanisms, financial services, and comprehensive support for companies looking to leverage AI capabilities.

The center is also focused on accelerating the international adoption of vertical AI models, especially in consumer, entertainment, and financial sectors, aiming to innovate grand AI frameworks in the future.

Xi articulated the current flourishing of AI technology, hinting at a pivotal moment for the industry. He called for an evaluation of the achievements made thus far while fostering leadership in the development and management of AI practices. The center has become home to numerous companies engaged in foundational AI models, fostering collaboration among tech manufacturers, application developers, graphic enterprises, computational infrastructure providers, and marketing specialists.

In light of the rising workforce demands within the AI sector, the Xuhui district's authorities announced an international recruitment drive for AI specialists while launching the West Bund International Talent Hub. This hub supports young entrepreneurs through resources and mentorship, driving innovation in the region.

Supporting Global South Development

On the same day, President Xi visited the New Development Bank (NDB) and engaged with its president, Dilma Rousseff. He noted that cooperation through platforms like BRICS has reached a high-quality developmental phase, signaling the beginning of a prosperous decade for the bank.

The New Development Bank, established by BRICS nations, has approved over 100 projects worth approximately 35 billion USD by the end of 2023, contributing significantly to economic growth across line governments and improving the management of global economic systems. With initiatives ranging from public transport investment in India to wind farms in Brazil and highway construction in China, the NDB has exemplified effective multilateral cooperation aimed at advancing the interests of Global South countries.

Xi described the NDB as a pioneering initiative promoting unity and self-improvement for the Global South, urging it to take into account the developmental needs of these nations and to provide access to low-interest, stable financing. Rousseff reiterated concerns regarding unilateralism and protectionism affecting the stability of supply chains and industrial networks, asserting the bank's commitment to continued support for developing nations and emerging markets.
