OKIB Launches Initiative to Create 150 Million-Dollar Entrepreneurs from Okayama by 2026

On February 24, 2026, the Okayama Innovation Base (OKIB), an entrepreneurial support platform, celebrated its establishment in Okayama City. Under the leadership of Seima Kurokawa, CEO of Tsuginohi Co., Ltd., OKIB aims to revolutionize local entrepreneurship by specifically focusing on post-startup growth.

As the 19th site of the globally recognized Entrepreneurs' Organization (EO) in Japan, OKIB stands out by leveraging the successful methods established by EO. This initiative is not just a plain entrepreneurial aid; it aims to carry forward a robust ecosystem that nurtures entrepreneurs to scale their businesses significantly.

Tackling the Decline of Local Economies

The local economy is grappling with a dual challenge: a declining population and acute labor shortages. In Okayama Prefecture, while support for entrepreneurs has been active, there exists a notable “growth barrier” preventing rapid development of model companies. As the average age of business owners continues to rise, it becomes critical for the next generation of leaders to create industries that hold substantial decision-making power, ensuring the sustainability of local economies.

The Three Pillars of OKIB

In its mission, OKIB incorporates three core social infrastructures to support this initiative:

1. Focus on Growth Support: OKIB fosters an environment where entrepreneurs can share real-life experiences and elevate each other through collaborative learning.

2. Multilayered Public-Private Partnerships: By collaborating with local government, financial institutions, universities, and media, OKIB creates a solid foundation that ensures entrepreneurs do not have to face their challenges in isolation.

3. Global-Standard Programs: Incorporating strict confidentiality forums and mentorship from CEOs of publicly traded companies accelerates the practical application of business management knowledge.

Kurokawa's Vision: Supporting Future Entrepreneurs

Seima Kurokawa, in a heartfelt statement, expresses the motivation behind establishing OKIB, emphasizing his desire to rescue solitary challengers like his past self. He states, “When I started my business, there were no platforms in Okayama where entrepreneurs could learn from those who had achieved success. I often faced challenges alone. If I had access to such a support community then, the journey would have been much more manageable.”

Kurokawa takes on the significant responsibility of heading OKIB, believing that fostering a culture of challenge and growth within Okayama will lead to meaningful social change.

Future Outlook: Creating a Cycle of Challenges in Okayama

Under the motto 'Making Okayama More Interesting! RISING Okayama', OKIB outlines several ambitious goals:

  • - Economic Impact: The platform aims to produce 150 new entrepreneurs achieving over 100 million yen in revenue within the next five years, thereby enhancing local employment.
  • - Educational Partnerships: OKIB will offer free access to local universities' students, nurturing long-term innovation.
  • - National Resonance: Collaborating with over 20 sites in the 'xIB JAPAN' network, OKIB aims to swiftly adapt successful case studies from other prefectures.

This initiative embodies the government's 'Five-Year Startup Cultivation Program' aimed at transforming traditional subsidy-based support into a self-sustaining community-driven platform that encourages mutual aid and growth, setting a precedent for sustainable regional operations.
