Alaska Pacific University's New Governance Model
A Vision for Self-Determined Education
In an effort to enhance governance and educational support for Alaska Natives, Alaska Pacific University (APU) has updated its organizational framework by introducing a novel three-tiered membership model. This model is designed to foster collaboration and shared leadership alongside Alaska's tribes and organizations, building on the university's previous accomplishments since becoming tribally governed in 2016.
This evolved structure not only continues the university's commitment to Tribal governance but also actively invites participation from various stakeholders including Tribes and Tribal organizations. The university has expressed deep appreciation for its long-standing collaboration with the Alaska Native Tribal Health Consortium (ANTHC), which now prioritizes statewide health services for Alaska Native and American Indian communities, consequently allowing APU to focus solely on educational initiatives.
Understanding the Membership Model
The new membership model comprises three distinct tiers: Stewardship, Associate, and Allied Membership. Each tier corresponds to diverse levels of engagement and contribution, allowing for varied leadership opportunities within the university. By investing in APU, members can contribute to fulfilling the vision of establishing a self-defined Alaska Native University, which presents an alternative educational model for tribal higher education.
Previously, higher education offerings tailored for Indigenous students were limited to Native American–Serving Nontribal Institutions (NASNTIs) and Tribal Colleges and Universities (TCUs). APU aims to carve its unique niche by being tribally governed while remaining free from federal oversight that might deter its mission.
Emphasizing Self-Determination
Following discussions with the Elders Council, APU has chosen to identify formally as an Alaska Native University, reflecting the priorities and leadership of Alaska Native peoples. This move is a significant step towards self-determination, enabling APU to focus on Indigenous knowledge and community partnerships without being subject to altering federal agendas.
The university proudly highlights its commitment to student success, evidenced by a graduation rate for Alaska Native students that stands at an impressive 50%, among the highest in the state. Furthermore, APU's overall graduation rate of 47% reinforces its dedication to educational accessibility for students from all backgrounds.

According to Janelle Vanasse, President of APU, this new model represents an important milestone in the university's mission. "It enhances our partnerships with Alaska’s tribes and organizations, ensuring that Indigenous knowledge and leadership remain central in guiding our operations and vision," she stated.
