Release of the 2023 Edition of TKC Social Welfare Corporation Management Indicators (S-BAST)

On November 4, 2023, TKC Zenkai will begin offering the 2023 edition of the TKC Social Welfare Corporation Management Indicators (S-BAST) online, showcasing comprehensive financial data gathered from 2,829 social welfare organizations. This data covers the fiscal year ending March 2023, utilizing the TKC social welfare accounting systems.

The S-BAST report compiles financial data across various metrics from 7,272 facilities and 14,779 service categories, providing a detailed overview of the operational and financial health of social welfare corporations.

According to the findings from the previous five years, there is a noticeable upward trend in the service activity surplus rate since fiscal 2024, reaching 2.7% in fiscal 2025. This indicates a gradual recovery from recent economic challenges faced by welfare corporations. However, when analyzing the data by the types of services provided, it becomes evident that organizations solely focused on elder care projects have experienced a slight decline, with their surplus rate worsening by 0.5 points to -0.3%. This disparity highlights continued struggles in certain areas of the welfare sector.

The S-BAST data is exclusive to participating TKC member offices, and it is not available for public distribution. Interested parties are encouraged to contact their nearest TKC member office for access to this essential resource.

The S-BAST has been distributed yearly since its inception in 2003, gaining recognition from member offices, facilities, and industry bodies as a unique measure of operational performance. The distinguishing feature of S-BAST is that it reflects unaltered, real-time financial data derived from the monthly audits conducted by TKC member offices, capturing the true state of facilities’ financial management.

What does the 2023 Edition Offer?
  • - Launch Date: November 4, 2023.
  • - Audience: Available exclusively for member offices that assisted with the survey.
  • - Findings: Member offices utilize the compiled analytics as reference material for providing management guidance to the social welfare corporations they oversee. This includes basic analysis tables, management analysis outputs, and application analysis

Basic Analysis Tables comprise summarized balance sheets, cash flow statements, and operational activity reports, providing average figures for the overall corporation, segmented by facilities and service categories.

Management Analysis Tables utilize indicators from the Japan Certified Public Accountants Association to offer actionable insights into the financial health of organizations.

Application Analysis Tables facilitate comparative studies of current and previous fiscal data, correlation analyses of service activity surplus rates against personnel costs, and annual comparisons spanning five years to identify trends and anomalies.

The copyright for the TKC Social Welfare Corporation Management Indicators (S-BAST) remains with TKC, and any citations or references must acknowledge its unique dataset derived from the combined financial statements of 2,829 organizations. These provide crucial updates necessary for compliance reporting to governmental bodies, enhancing transparency and accountability within the sector.
