According to a survey conducted by Teikoku Databank in April 2025, approximately
51.4% of companies reported a shortage of full-time employees, with the figure for non-regular staff reaching
30.0%. Furthermore, in the service industry, a staggering
64.7% of businesses acknowledged experiencing labor shortages. The Ministry of Health, Labour and Welfare reported that turnover rates in the accommodation and food service sectors have surged to
18.2% and
19.3% in other service classifications, surpassing the average turnover rate of
15.4% across all industries.
The continued labor shortages and high turnover rates have intensified the daily operational burdens and stress levels for employees, leading to increased dissatisfaction. A study by Crossbit observed that
47.7% of companies still rely on a combination of paper and Excel for shift management, with over
70% using outdated methods for shift creation and adjustments. These practices often result in complexities, delays in adjustments, and a lack of streamlined operations.

In response to these issues, there is a growing demand for creating workplaces where staff can be recruited and retained effectively.
