Shibuya Launches Fourth Round of the S-Startups Certification Program

Shibuya Ward, under the leadership of Mayor Ken Hasebe, has officially begun accepting applications for the fourth round of its S-Startups certification program, a part of the broader Shibuya Startup Support initiative. This program aims to foster an environment where startups can boldly take on new challenges and grow from Shibuya to the global stage.

Since its inception in fiscal year 5, the S-Startups certification program has successfully recognized startups over three previous rounds: six in the first, ten in the second, and nine in the third. Certified companies have actively engaged in various initiatives, including collaborative experiments with local municipal and corporate entities, and participated in numerous events.

Call for Applications

Starting September 1, 2028, Shibuya will once again invite startups to apply for this prestigious certification. The aim is to identify and support innovative startups that can contribute positively to the community and offer value to local residents. The selected companies will benefit from various perks and assistance as they embark on their growth journeys.

Ideal Startup Candidates

Shibuya is particularly interested in startups focused on solving local challenges while considering international expansion. There are no restrictions based on the business sector as long as it aligns with Shibuya’s strengths in fostering global outreach and value-added services for its residents. Startups aiming for international growth, leveraging technology to address social issues, functioning in creative-tech areas, and those led by entrepreneurs from diverse backgrounds are especially encouraged to apply.

It is important to note that all submitted documents, including project outlines and pitch presentations post-document assessment, should primarily be in Japanese. However, entries can be made in English, and applicants have the option to pitch in either language, with necessary translation assistance available during evaluations.

Application Requirements

To qualify, startups must meet all the following criteria:

• - Be a pre-seed to early-stage startup located in Japan.
• - Continuously challenge themselves through innovative technologies or business models.
• - Offer solutions to problems facing the Shibuya community.
• - Abide by public morals and have no connections to anti-social forces.
• - Share an understanding of the objectives of this certification program.

Expectations Post-Certification

After receiving certification, companies are expected to actively participate in community events organized in co-working spaces and contribute towards the vitality of Shibuya's startup ecosystem. The designated community hub, SHIBUYA BRIDGE, serves a dual purpose as both a venue for events and a potential office space for certified startups, free of charge.

Selection Process

The selection process includes a document assessment followed by a pitching session (in-person by default) and orientation post-certification. Additional documentation may be required for the business plan, and feedback from the evaluation will be shared by mid-November, with the pitching dates set for December 2 and 4, 2028.
