Linc Housing Expands Affordable Housing Solutions in Los Angeles

On August 28, 2025, Linc Housing celebrated the grand opening of its first Project Homekey development, named Atlas, in Los Angeles. This community features 127 newly constructed apartments designed for individuals who have either experienced homelessness or are at risk of losing their homes.

A Solution to a Critical Issue

Of the 127 units, 60 are allocated for individuals who were chronically homeless, while 66 target those at risk of homelessness, highlighting a comprehensive strategy to provide immediate and preventative support.

Council President Marqueece Harris-Dawson emphasized the importance of this project, stating, "Every home we create is a lifeline. Atlas not only offers dignity and stability to those who have struggled with homelessness, but it also helps prevent others from ever experiencing it." This project embodies the commitment of city and county leaders as well as community partners in combating the homelessness crisis in Los Angeles.

Project Homekey and Its Impact

Atlas is part of California's forward-thinking Project Homekey initiative, which seeks to repurpose underused properties into long-term supportive housing. The location at 1650 Florence Avenue previously stood as an unoccupied market-rate apartment complex. Post-renovation, it now boasts an array of amenities, including 126 one-bedroom homes and a manager’s unit, alongside community spaces designed for residents’ well-being and social interaction, such as computer stations and outdoor courtyards.

Rebecca Clark, CEO of Linc Housing, expressed the significance of collaboration in this endeavor, stating, "Thanks to Governor Newsom's Project Homekey initiative and the support from the state, city, and county, we can provide vital housing and services for those in need. Atlas is a perfect representation of how cohesive efforts can lead to meaningful change."

Financial Support and Collaboration

Significant funding for the Atlas development came from various state initiatives and local resources. The Los Angeles Housing Authority (HACLA) played a pivotal role in securing State Homekey funding and provided project-based Section 8 vouchers to ensure that rents remain affordable for residents. Lourdes Castro Ramírez, HACLA President and CEO, explained, "Without rental support, many Angelenos face the risk of homelessness due to soaring market rents. This partnership is crucial for housing our vulnerable neighbors."

The tenants of Atlas were primarily referred through the Los Angeles County Coordinated Entry System and the Housing for Health program. This program is designed to deliver comprehensive support services to those facing housing instability. Leehi Shimkhada, interim director of Housing for Health, highlighted the dual approach of providing housing while simultaneously preventing future homelessness: "Through Atlas, we’re delivering both essential support and preventative measures."

After enduring years of homelessness while battling substance use issues, he now finds stability at Atlas and is committed to improving his life and supporting his family.
