Overview of the Project
At the center of this initiative is the Ministry of Agriculture, Forestry and Fisheries’ matching project set to run through the 2026 fiscal year. Ridilover and JTB together will serve as the secretariat, guiding local finance institutions in their efforts to foster connections between rural issues and corporate capacities. This project not only aims to identify and clarify local problems but also seeks to facilitate the discovery of innovative solutions offered by businesses willing to contribute.
The Role of Regional Financial Institutions
Regional finance institutions can play a vital role in articulating the specific needs of the local communities they serve. By acting as intermediaries, they help translate these community concerns into a language that businesses can understand. For instance, issues ranging from enhancing the value of agricultural products, ensuring a steady workforce, to promoting tourism and digital engagement require tailored solutions that address local circumstances.
Throughout the project, these financial entities will take on essential responsibilities in the matching and project formation stages. For example, in fiscal year 2027, a regional finance institution successfully brought together local governments, JA (Japan Agricultural Cooperatives), and other stakeholders to identify challenges related to scaling organic farming, leading to the launch of a public-private collaborative project.
Importance of Public-Private Collaboration
A recent report from the Financial Services Agency highlights the growing importance of regional finance institutions in addressing local issues from both financial and non-financial perspectives. This project intends to leverage the existing networks and support mechanisms of these financial institutions to implement effective public-private collaborations aimed at resolving rural challenges on a national scale.
How to Participate
The project is currently seeking local finance institutions to act as intermediary support organizations. This initiative encourages these organizations to engage with local governments, producers, and community businesses, transforming regional challenges into concrete solutions. The emphasis will be on connecting corporate technologies and services to the needs of local agricultural enhancements, shopping support, and workforce retention.
Participants can choose from one of three service menus based on their level of involvement:
1.
Menu A: Simply conducting an information session, afterward supported by the secretariat.
2.
Menu B and C: More hands-on involvement leading up to project formation with ongoing advisory support from Ridilover.
In fiscal year 2027, the project reached out to ten different regions, receiving applications from 235 businesses and 167 municipalities. This engagement resulted in the formation of 31 new initiatives through collaboration with regional finance institutions.
Application Details
The call for applications is open until July 31, 2026. Eligible participants include local banks, second-tier local banks, credit unions, and other regional financial bodies. This initiative also welcomes related entities that can collaborate with local financial institutions. The projected number of accepted applications ranges from 40 to 50.
