Transforming Xi'an: A New Hub for the Digital Silk Road
The ancient capital of Xi'an has been redefined as a pivotal point along the digital Silk Road, thanks to the 7th Western Digital Economy Expo. Held on June 28, 2026, the expo was themed "Digital Convergence Revitalizes the Silk Road, Smart Innovation Shapes the West's Future." This grand event gathered delegations from Singapore, South Korea, Thailand, Cambodia, and over 30 Chinese cities, highlighting the city's ambitions in the digital economy.
Key Achievements of the Expo
This year’s expo set an impressive record with the signing of 34 key projects that aim to propel Xi'an's industrial integration and elevate its role in the digital economy. A notable introduction was the exchange event titled "Digital Economy Enterprise Going Global," which signaled Xi'an’s proactive approach in exporting its digital competencies, moving beyond its traditional role as a facilitator of industrial transfer.
Alongside these achievements, the "Silk Road Cross-Border Data Flow and Operations White Paper" was launched, providing a framework for standardized digital trade among countries participating in the Belt-and-Road Initiative. In addition, the signing of the "GEO Industry Standard Self-Regulatory Convention" laid the foundation for regulatory compliance in cross-border digital enterprises.
Xi'an's Vision for the Future
As a recognized hub for the digital economy in western China, Xi'an is dedicated to fostering an open and collaborative digital ecosystem. By 2025, digital economy sectors are projected to surpass 129 billion yuan, contributing significantly to the municipal GDP. The city's infrastructure has been fortified through five new initiatives focused on networking, cloud services, computing power, data management, and security. This strategic enhancement supports both governmental operations and public services.
Notably, Xi'an has illustrated its commitment to digital growth through scenario-driven openness, identifying 303 application requirements across diverse fields such as smart tourism, XR technology, and renewable energies. The establishment of technology centers focusing on open-source chips, AI algorithms, and industry-specific software has created a comprehensive industrial cluster from research and development to large-scale deployment.
A robust corporate ecosystem has emerged in Xi'an, supported by tiered structures and institutional frameworks, such as "whitelist" regulations and innovation funds. This strategic environment attracts industry giants like Huawei and JD.com while nurturing specialized SMEs, allowing enterprises of all sizes to thrive in tandem.
Invitation to Global Partners
As Xi'an moves forward with its ambition to become a center for digital technological innovation and a thriving platform for next-generation digital products and applications, the city is actively inviting partners from the global value chains associated with Big Data, Cloud Computing, and Artificial Intelligence to join as "City Partners." This initiative is a call to collaborate and integrate efforts in fostering a robust digital economy that benefits multiple stakeholders.
With events like the Western Digital Economy Expo highlighting Xi'an's dynamic approach, the city is setting a precedent for developing a sustainable and collaborative digital future.
