Introduction to the Initiative
The local government of Fukushima Prefecture is actively implementing a groundbreaking project aimed at expanding the exchange population and strengthening relationships in the Hamadori area. This project, known as "With! Hamadori," focuses on engaging visitors to participate in solving regional challenges by connecting them with 15 municipalities across the Hamadori area.
The essence of this initiative is to create lasting connections between participants and the community, fostering a sense of involvement through various activities. By inviting participants to engage in critical local activities such as environmental conservation, support for agriculture, forestry & fisheries, organizing regional events, and educational welfare assistance, the program intends to deepen the understanding of the region’s unique culture and industries. The ultimate goal is to cultivate future relationships, paving the way for a sustainable engagement with the local populace.
Our Role in the Project
Our company has taken on the role of a community coordinator within this initiative, focusing on collaboration with local governments, businesses, and relevant organizations. Our approach seeks to connect participants with the pressing challenges facing the region through careful planning, coordination, and management.
Here are key actions we will undertake:
- - Outreach to Potential Visitors: We will actively reach out to organizations considering visits to the Fukushima Hamadori area to engage in community issue resolution activities. This involves forming partnerships and confirming visit engagements.
- - Consultation and Proposal Development: We will conduct interviews with organizations interested in leveraging this project and confirm the details of community issue resolutions. Adjustments will be made in consultation with necessary stakeholders, including local municipalities and relevant entities.
- - Logistical Arrangements: For projects involving exploration of community issues, we will manage communication, arrangements, and on-the-day preparations, including securing necessary venues and meeting spaces for visits.
- - Progress Reporting: We will provide regular updates on outreach activities and project formation status to keep all stakeholders informed.
Through these initiatives, we aim to forge new connections and resolve local challenges while significantly increasing the exchange population and helping to develop sustainable community structures.
Overview of Our Group

An emblematic project of our efforts is our collaboration with Naraha Town, which had to evacuate entirely due to the aftermath of the Great East Japan Earthquake and the Fukushima Daiichi Nuclear Power Plant disaster. In line with our management philosophy to walk alongside communities pursuing recovery, we relocated our headquarters from Tokyo to Naraha Town.
Currently, we operate from Naraha, implementing a diverse range of regional revitalization projects focused on leveraging local resources, fostering exchange populations, supporting migration and settlement, and providing solutions to community issues through public-private partnerships.
Our participation in the current initiative extends our expertise and network in regional revitalization to the 15 municipalities of the Hamadori area, contributing to the comprehensive recovery and sustainable revitalization of the entire region. We aim to disseminate the region's unique charm nationwide while nurturing new exchange populations and building relationships.
Future Outlook
Through this initiative, we will further strengthen our collaboration with local governments, businesses, and relevant organizations within the Fukushima Hamadori region. We are committed to promoting the resolution of local challenges through public-private collaboration and fostering sustainable community development.
Moreover, the knowledge and networks gained from this initiative will be applied to regional revitalization projects across the country, accelerating our efforts toward realizing the principles of "Region × Human Resources × Co-Creation."
