Pioneer Village: A New Affordable Housing Community in Glendale for Families and Seniors

On September 23, 2026, a significant milestone in affordable housing was celebrated as Linc Housing and National CORE, along with the City of Glendale and various community partners, officially opened the doors of Pioneer Village. This new community features 340 affordable apartments dedicated to both seniors and families, highlighting a substantial effort to address housing needs in the region.

Located at 515 Pioneer Drive, on a generous 2.79-acre site, Pioneer Village comprises three five-story buildings designed with accessibility in mind. With an emphasis on community building, the development consists of 92 units specifically designated for low-income seniors aged 62 and up, while the remaining 245 apartments cater to families in need. Additionally, three units are reserved for staff living on-site, helping to cultivate a supportive community environment.

During the opening ceremony, Glendale Mayor Ardy Kassakhian remarked on the importance of collaboration in bringing this project to fruition. "It takes a village to make a project like this happen," he stated, emphasizing the City's strategic investment in affordable housing as a key driver in the development’s success. Pioneer Village stands as a testament to Glendale's commitment to lead efforts in housing affordability.

Thoughtful Design and Community Amenities

The design of Pioneer Village encourages connectivity among residents. The buildings are thoughtfully arranged around open courtyards, complete with pedestrian bridges linking various parts of the property and providing access to nearby Fremont Park. Future residents can enjoy over 5,800 square feet of indoor community space that includes amenities like community rooms, kitchens, computer labs, an on-site gym, playgrounds, and community gardens. Outdoor spaces with barbecue and picnic areas, rooftop decks, and walking paths are also part of the offerings.

Suny Lay Chang, president and COO of Linc Housing, expressed the project's vision: "Pioneer Village brings seniors and families together in an intergenerational community, giving residents the opportunity... to build more stable futures." She added that the project represents the collaborative work of numerous stakeholders who share a commitment to affordable housing.

Michael Ruane, president of National CORE, spoke on the efficiencies gained by building such a large community in one development. He explained, "Bringing 340 homes online through one coordinated development allows us to use land, infrastructure and financing more efficiently, so limited resources can help house more people." He also highlighted the importance of building community connections within affordable housing.

Construction and Sustainability Features

Construction for Pioneer Village began in January 2023 and reached completion in July 2026, with residents starting to move in by June. In total, more than 7,500 unique applications were submitted, illustrating the pressing demand for affordable housing in the area.

Each apartment unit is outfitted with modern conveniences, including air conditioning, electric heating, private patios or balconies, dishwashers, microwaves, garbage disposals, and all-electric appliances. The community was constructed with sustainability in mind, aiming to meet LEED Gold standards set by the U.S. Green Building Council.

Pioneer Village also addresses residents' transport needs with a two-level subterranean garage featuring 342 parking spaces, 35 of which are designated for electric vehicles. Its strategic location allows easy access to various amenities, such as Fremont Park, the Glendale Beeline Route 5 stop, the Central Library, grocery stores, and restaurants.

Support Services for Residents

To enhance the living experience for residents, Linc Housing offers onsite services that help promote community engagement and improve overall well-being. These services encompass a range of programs, including healthy cooking classes, exercise sessions, social activities, and additional supportive services designed to foster health and connection.

Funding for Pioneer Village has been sourced from multiple avenues, including multifamily housing revenue bonds through Bank of America, low-income housing tax credits, Measure S Funds from the City of Glendale, as well as other federal, state, and private funding initiatives.

Tony Sertich, Executive Director of CalHFA, expressed pride in the collaborative efforts that led to the success of Pioneer Village, noting, "We saw mission-driven private partners and the City of Glendale all working together with a common goal of providing seniors and families a safe and affordable place to call home."
