David L. Billings Takes the Helm at DIPRA
The Ductile Iron Pipe Research Association (DIPRA) has officially welcomed David L. Billings, P.E. as its new Regional Engineer. With an impressive career spanning nearly thirty years in civil engineering, Billings is poised to make a significant impact in the water and wastewater sector through his work with DIPRA.
A Leader in Water Engineering
Billings comes to DIPRA with extensive experience that showcases his commitment to sustainable infrastructure. He previously served as the Kentucky Operations Leader for Cannon & Cannon, Inc., where he enhanced his skills in business development and community relationships in utilities and infrastructure. His tenure as Director of Water and Chief Water Engineer at the Frankfort Electric and Water Plant Board further solidifies his reputation, having overseen various critical departments and played a key role in infrastructure planning and management.
During his time with the Frankfort Plant Board, Billings led initiatives to develop strategic water division goals, negotiated essential water supply agreements, secured funding for projects through loans and grants, and provided vital guidance to executive leadership regarding infrastructure and regulatory matters. His approach integrates technical expertise with an understanding of community needs and environmental considerations.
Professional Commitment and Affiliations
Billings is a registered Professional Engineer in both Kentucky and Tennessee. He actively participates in several professional organizations, including the American Water Works Association (AWWA), the Kentucky Society of Professional Engineers (KSPE), and the American Society of Civil Engineers (ASCE). His educational foundation includes a Bachelor of Science in Civil Engineering from Tennessee Technological University.
His collaborative approach and strategic mindset make Billings an invaluable asset to DIPRA, as he embarks on a mission to improve water utilities' resilience and reliability.
