Shibuya's Vision for the Super Senior Initiative
In an effort to address the challenges posed by Japan's aging population,
Shibuya Future Design has unveiled a comprehensive white paper focusing on the
Super Senior Initiative. This project aims to create a vibrant community in Shibuya that encourages seniors to actively engage in physical activities, thereby promoting healthier and more fulfilling lives. The core concept of the Super Senior initiative was presented during the

Background and Objectives
Japan is currently tackling the
“2030 Problem,” a pressing issue characterized by an increasing elderly population, a dwindling labor force, and soaring medical and care costs. The realization of a society featuring “Super Seniors”—seniors who maintain youthful cognitive functions and lively lifestyles—is critical. This initiative aims to bridge the gap between healthy lifespan and average lifespan by presenting new lifestyle options through sports and cultural activities.
The SHUBIYA community is positioned as a model for nationwide aging solutions. By attracting active participation, the initiative strives to foster an environment that not only enriches the lives of seniors but also promotes community cohesion.
Key Activities and Achievements
During the
2024 Furusato Shibuya Festival, Shibuya held a
Sports Aptitude Assessment measuring flexibility, agility, and jump ability, which saw participation from 265 individuals. The aim was to encourage participants to discover their ideal sport, thereby sparking their motivation to exercise of their own accord. The initiative also focuses on fostering intergenerational interaction, utilizing sports as a medium to build communities and prevent isolation among the elderly.
In addition to promoting traditional forms of sports, the Shibuya initiative advocates a shift from merely observing and participating in sports to creating one’s own sports culture, leveraging influencers and local businesses to solidify a new vibrant sporting community.
Future Prospects
Moving forward, the initiative plans to enhance physical education in schools and expand events tailored for seniors, alongside maximizing the use of the
Shibuya Sports Center. The Super Senior society envisioned is not only a local endeavor but aspires to serve as a nationwide template for aging solutions and community development.
Collaborative Partners
The Super Senior Initiative is supported by various stakeholders, including
Tipness Co., Ltd., which runs 143 fitness centers nationwide and provides a comprehensive fitness experience. Their facilities in Shibuya, like the
TIP.X TOKYO, are designed to cater to various sporting needs. The
Shibuya Sports Association, born from a merger of existing organizations, focuses on developing community sports and promoting participatory activities.
Shibuya Future Design plays a crucial role in uniting diverse ideas and talents from the community. Its objective is to create social innovations and solutions that contribute to the sustainable development of Shibuya and society at large.
