Xiong'an New Area, located in Hebei province, is increasingly becoming a focal point of China's modernization efforts. Established in 2017, this national economic zone is positioned approximately 100 kilometers southwest of Beijing. Its primary goal is to relieve Beijing from non-essential functions, allowing it to focus on its status as the capital of China. Zhang Guohua, a deputy representative at the National People's Congress, emphasized the vision for Xiong'an: to create an environment that attracts domestic and foreign investment, promoting sustainable and high-quality development. The economic zone has made substantial strides since its inception, growing from mere plans to a bustling center of urban life. Currently, Xiong'an spans a total development area of 202 square kilometers, featuring over 50 million square meters of constructed space and 4,806 completed buildings. Furthermore, 804 kilometers of new roads have facilitated connectivity and accessibility within the area.

Zhang notes that such rapid growth not only enhances the region's economic stature but also positions Xiong'an as a flagship model for advancing the modernization of China's governance systems.

A clearly defined roadmap guiding Xiong'an’s development includes 175 reform initiatives across 12 distinct sectors. This strategic planning has introduced unique institutional frameworks tailored to the new area, significantly improving governance and operational capacity. Xiong'an has already achieved 41 notable innovations in its institutional setup, crafting open platforms, including high-tech zones, free-trade areas, and a comprehensive bonded zone. This infrastructure is designed to support cross-border e-commerce and facilitate international trade within the region.
