Sandra Moore Receives 2026 Robert E. Ibanez Award for Community Development Excellence

In a significant recognition of her unwavering commitment to community development, Sandra Moore has been awarded the prestigious 2026 Robert E. Ibanez Award for Outstanding Achievement in Community Development. This award, introduced in 2024, honors individuals who have demonstrated remarkable vision, leadership, and innovation in the community development field. Moore, who serves as the managing director and chief impact officer of Advantage Capital, is recognized as a trailblazer, bringing transformative changes to underserved communities nationwide.

Moore's career began as a public service attorney where she advocated for low-income clients, focusing on housing and labor/employment law. She further progressed in her career by serving as an administrative judge for the Equal Employment Opportunity Commission, dealing with federal employment discrimination cases. Her extensive experience also includes leadership roles such as the director of the Missouri Department of Labor and Industrial Relations and presidencies of national nonprofit corporations like Urban Strategies.

Expressing her gratitude for the recognition, Moore shared, "I am so greatly honored. I feel such a deep sense of responsibility to be part of the change effort. My partners at Advantage have given me unwavering support and the space to make an impact on communities and help them become a better place for people to live and work in. Moore's educational journey took her through Washington University in St. Louis, where she earned her bachelor's degree in urban studies and later a juris doctor from the School of Law. Her contributions to community development have been vital, as she focuses not only on affordable housing but also on clean energy projects, thus addressing multiple facets of social and economic development.

On June 4-5, 2026, Moore will be honored at the Novogradac Spring New Markets Tax Credit Conference held in Washington, D.C. Gregory Clements, a partner in Novogradac's Dover, Ohio office, highlighted Moore's significant impact saying, "Moore has been a trailblazer from the beginning of her career. She has been an integral force in the community development sphere, reworking systems to expand opportunities in underserved areas."

The award is named in memory of Robert "Bob" Ibanez, whose legacy in community development continues to inspire many. His career of over 30 years, which included key roles in the CDFI Fund and at Novogradac, is celebrated through the values this award upholds. Moore stands amongst two other previous recipients of this award, reflecting a history of recognition for those who innovate and inspire change in the realm of community development.
