Moldova's Bold Digital Leap: Joining the EU Digital Identity Wallet Pilot



On March 3, 2025, the e-Governance Agency of Moldova (AGE) proudly announced its participation in the second round of the Large-Scale Pilot Projects (LSP) for the EU Digital Identity Wallet (EUDI). Selected as a member of the WE BUILD consortium by the European Commission, this initiative marks a significant step for Moldova as it aligns itself with European digital standards.

This participation is a testament to Moldova's commitment to digital transformation, which has been propelled by a rapidly growing information technology sector. Notably, the Moldova Innovation Technology Park has become a hub of innovation, housing over 2,100 companies from more than 40 countries. This flourishing IT landscape contributes approximately 5% to Moldova's national GDP—a clear indicator of its pivotal role in the digital economy.

AGE aims to develop and test robust Business-to-Government solutions that will integrate digital wallets with public services across the EU. This initiative presents an invaluable opportunity for knowledge exchange and best practices, promoting widespread adoption of digital identity solutions for both public services and private sectors.

Moldova is already making strides in this domain, having introduced a preliminary version of a Digital Identity Wallet within the "Documents" module of EVO, the national public services application. In addition, EVOSign, a strong authentication tool that is currently in pilot testing, further demonstrates Moldova's dedication to the development of EUDI—a full-scale electronic signature application is in the pipeline.

This ambitious project marks Moldova's first endeavor as a beneficiary of the Digital Europe Programme, reinforcing its determination to embrace digital initiatives and align with EU frameworks. The EUDI wallets promise secure access for individuals and businesses to online services, enabling them to store and share important digital documents and create legally binding electronic signatures.

Each EU member state is tasked with developing its own wallet application based on unified specifications to ensure interoperability across borders. This standardization is crucial for the refinement of the EUDI project, with the LSPs playing a vital role in assessing specifications, testing, and shaping the Implementing Acts necessary for the integration of EUDI into EU legislation.

Funded by a substantial budget of €7 billion from the Digital Europe Programme, these pilot projects are set to propel digital adoption across various sectors. The WE BUILD consortium, composed of almost 200 partners from EU member states and the private sector, will spearhead the initiative, which is scheduled to launch in autumn 2025 and will last for 24 months. Dutch and Swedish governmental bodies will oversee this ambitious project, ensuring its success.

Moldova formalized its association with the Digital Europe Programme in February 2024, designating AGE as the national contact point responsible for ensuring continuous progress in the country's digital evolution. As a trailblazer in the digital identity sector, Moldova’s participation in the EUDI pilot sets a precedent for future advancements and signifies its readiness to engage more deeply with European digital frameworks.

Through these initiatives, Moldova not only showcases its commitment to digital transformation but also positions itself as an emerging leader in technology within the region. With an eye on the horizon, Moldova is poised to redefine its relationship with digital identity and governance, paving the way for an innovative and interconnected future.
