Join the 3rd National High School Student Policy Contest



The Japan Youth Conference (located at 2-12-1 Kojimachi, Chiyoda-ku, VORT Hanzomon 7F, headed by Masahiro Toguchi) announces the third edition of the National High School Student Policy Contest, inviting high school students nationwide to participate until June 15, 2025.

Purpose of the Contest


This initiative promotes political engagement among the youth, offering a platform to address pressing social issues. The contest encourages students to devise innovative policy proposals and present them to the government, fostering an environment where young people can envision their role as future leaders and informed citizens.

How to Participate


High school students across Japan who are passionate about instigating change are encouraged to enter. Participants can form groups of 3 to 5 people, which may include classmates or peers from different schools. Each group needs to analyze current social issues within Japan, propose actionable policy ideas, and outline potential collaborations with various stakeholders such as government bodies, private enterprises, and educational institutions.

Categories for Submission


The contest features two submission categories:
1. Thematic Category: "Creating a Sustainable Digital Policy for the Future of Japan!"
2. Open Category: "You Are the Prime Minister! Local Social Issues and a Bright Future!"

You can choose either of these categories to submit your proposal, or participate in both.

Submission Process


To enter, fill out the Google Form with your policy submission. A tutorial video on entry methods is available on our YouTube channel.

The deadlines for entries and submissions are set for June 15, 2025, by 11:59 PM.

Evaluation Process


  • - Document Screening: June 16 - June 30, 2025. Notifications of progress will be sent via email on July 1, 2025.
  • - Regional Preliminary Rounds will occur in Tokyo, Kyoto, and Itoshima on specific dates: July 24, July 27, and July 26, 2025.
- East Japan Preliminary: Tokyo Metropolitan Government
- West Japan Preliminary: Kyoto Prefectural Assembly
- Kyushu-Okinawa Preliminary: Itoshima City Council

A total of 52 teams will progress from the document screening stage to compete in the preliminaries. The selected teams from each regional contest will advance to the finals.

Final Event


The final competition will take place on August 25, 2025, at the House of Councillors. Participants will deliver speeches and engage in a public voting process based on internet polls, with the announcement of winners following the voting period from September 1 to September 20, 2025.

Awards and Recognition


Teams achieving the highest scores in both categories will present their proposals to relevant ministries, gaining valuable exposure and experience. Special awards will also be given during the final event, with details available on our website.
