Dominion Dynamics and TENCORE Join Forces to Build UGVs in Canada for Ukraine

New Collaboration: Dominion Dynamics and TENCORE

In a significant development for defense technology, Dominion Dynamics, an Ottawa-based company, has teamed up with TENCORE, a leader in defense technologies from Ukraine. On October 13, 2026, the two entities signed a memorandum of understanding (MoU), aiming to construct unmanned ground vehicles (UGVs) in Canada. This collaboration will not only bolster defense capabilities but also integrate Dominion's proprietary AuraNet autonomy stack into TENCORE's TerMIT system.

A Strategic Move

The partnership comes on the heels of a joint declaration made by Canadian Prime Minister Mark Carney and Ukrainian President Volodymyr Zelenskyy in September. This agreement emphasized the commitment of both nations to manufacture thousands of drones and uncrewed systems, with a substantial portion allocated for Ukraine's defense needs over the next two years.

Eliot Pence, founder and CEO of Dominion Dynamics, stated, “When Prime Minister Carney and President Zelenskyy committed our countries to build together, they gave industry a mission. Canada possesses the workforce and suppliers necessary to build at scale. This MoU is the starting point for two companies to fulfill that commitment and begin production swiftly.”

Manufacturing in Canada

The agreement was finalized at the Canada Pavilion during the AUSA 2026 defense conference held in Washington, DC, a notable event attended by prominent figures, including Nadia Theodore, Canada’s Deputy Ambassador to the United States. Dominion Dynamics aims to set up production facilities in Canada, with the first TerMIT vehicles expected to roll off assembly lines by 2027. A dedicated TEAMCORE group will facilitate technology transfer and provide training to local technicians.

Since 2024, TENCORE has successfully delivered over 5,000 UGVs to support the Ukrainian military, reflecting its capacity and determination to meet battlefield demands. Roman Tkachenko, TENCORE's co-founder, highlighted the evolving nature of defense needs, stating, “The pace of the war has taught us the importance of speed. As battlefield requirements evolve, our production cycle must efficiently adapt to new realities.”

Future Prospects

This collaboration goes beyond supporting Ukraine. Dominion Dynamics is also eyeing the development of an Arctic-hardened version of TerMIT tailored for operations in Canada, along with potential exports to NATO allies. By nurturing local expertise and capabilities, both companies strive to create a robust defense ecosystem that is agile and ready to respond to emerging threats.

Furthermore, the partnership is expected to generate high-skilled jobs in Canada, reinforcing the country’s defense technology infrastructure. As both organizations work towards finalizing definitive agreements, they are committed to fostering a sustainable future for military innovation.
