Ooyabe Green Park Project: A New Urban Oasis in Yokosuka



In the heart of Yokosuka, Kanagawa, an ambitious plan is underway to transform the former Ooyabe Army Ammunition Depot site into a vibrant urban park. The Ooyabe Green Park Project, spearheaded by Hibiya Kadan, was initiated through a fundamental agreement signed with Yokosuka City on November 25, 2025. This exciting venture promises to revitalize the community by integrating nature, history, and social interaction, fully set to launch in April 2028.

Background of the Project


The Ooyabe site has a storied history, remaining untouched for decades due to its former military use. Nestled centrally within Yokosuka, the area features unique natural landscapes and is enriched by historical assets, including ties to the Miura clan, vital to the local heritage. Yokosuka City aims to leverage this unique backdrop, transforming the area into the Ooyabe Green Park, a facility that emphasizes well-being, community interaction, and disaster preparedness through the incorporation of various funding and management methods like Park-PFI and the Design-Build approach.

Project Vision and Structure


The vision for the park, titled “MEZAME VALLEY: Awakening Ooyabe,” aims to rejuvenate Yokosuka as a pivotal point connecting its rich historical and natural assets. The project focuses on three core relationships: between people, nature, and history, to enhance local experiences, learning, and networking opportunities. Plans include:

  • - Event Spaces: Establishing communal areas, restaurants, and facilities mimicking the traditional ambiance and enabling diverse interactions.
  • - Crisis Resource Centers: Equipped with power supply systems to function as supportive locations during emergencies.

Implementation Timeline


The project is set to unfold over several phases:
  • - 2025: Planning and establishing agreements.
  • - 2026-2027: Detailed design and construction.
  • - April 2028: Official opening of Ooyabe Green Park.
  • - March 2047: Conclusion of the park's management period.
