New Employment Support Base for Disabled Individuals Opens in Saitama City
Decoboco Base Inc., based in Tokyo, has announced the inauguration of "Burger Terrace" in the Bibli complex located in Takabanicho, Omiya Ward, Saitama City. The grand opening is scheduled for December 10, 2025, and aims to provide employment support for individuals with disabilities. The company has been actively engaged in disability welfare activities across Japan, and this new addition will serve as a breakthrough initiative in creating inclusive work environments.
The "Burger Terrace" will be a type A continuous employment support facility that allows individuals with disabilities to work in a real store environment, offering them expertise and practical experience. The goal is to build a bridge towards general employment within one to two years by helping them gain valuable skills. The store will be the first location in the world to focus on making disabled individuals the stars of a series of chain stores, promoting their capabilities and contributions to the workforce.
One of the highlights of Burger Terrace is its commitment to using high-quality ingredients. The unique recipes feature 100% Wagyu beef patties, complemented by homemade buns crafted via the expertise of the renowned "Bun God," a title awarded to the chef behind the recipes. The stylish interior design of the store is expected to draw attention, having been curated by a designer whose work has earned the prestigious "iF DESIGN AWARD 2024." This attention to detail not only reflects quality but also embodies the essence of a sustainable business model.
The store is embedded within the Bibli complex, which aims to serve as a cultural and community hub, connecting tourism, local businesses, and innovative ideas. This collaborative approach hopes to rejuvenate the Omiya area and promote socio-economic growth. The legacy of the former library carries forward as this new facility will honor its cultural significance while enhancing local engagement.
Saitama City has championed the philosophy of normalization, becoming one of the first cities in Japan to implement a "Normalization Ordinance." This law promotes societal coexistence for both individuals with and without disabilities, advocating for an inclusive community. The launch of Burger Terrace is a reflection of this vision, which not only fulfills the city's ideals but also aims to become a model for other regions in Japan. By creating a space where citizens, tourists, and individuals with disabilities can mingle naturally, it strives to illuminate the future of welfare from Saitama City, setting an example for the rest of the nation.
To mark this significant milestone, a media presentation was organized on December 9, 2025, just a day before the grand opening. The Saitama City Mayor will attend the event and provide welcoming remarks to the attendees. The event will run from 11:40 AM to 12:30 PM, with a reception starting at 11:20 AM, held within the Burger Terrace store located on the first floor of the Bibli complex.
Participants can look forward to an insightful overview of this new initiative, a greeting from the mayor, a product tasting session, and a photo opportunity. Key figures from the event will include Saitama City Mayor Shimizu and Decoboco Base CEO Matsui Kiyotaka, among others.
