Strengthening Cyber Resilience in Japan: A New Partnership



In a significant development for Japan's cyber security landscape, the Cyber Defense Research Institute (CDRI) has entered into a strategic partnership with CybExer Technologies, known for its innovative cyber range services. Led by CEO Andrus Kivisaar, CybExer boasts extensive experience in enhancing cyber security across various sectors worldwide, supporting organizations such as NATO and the European Space Agency. This partnership comes at a critical juncture when Japan is focusing on fortifying its cyber resilience amid increasing geopolitical tensions that threaten its digital infrastructure.

The formalization of this partnership marks a shift from previous reseller agreements to a broader strategic collaboration. With Japan's government and key infrastructure firms under pressure to enhance operational collaboration amid heightened cyber threats, this alliance aims to address those challenges head-on. Recent legislative measures, such as the enactment of the Active Cyber Defense Bill, underscore Japan's commitment to improving public-private cooperation in terms of cyber resilience and proactive measures against potential cyber threats.

CybExer and CDRI have already begun working together to localize their platform interface in Japanese, ensuring its accessibility to a wider audience in Japan. The initiatives under this partnership include offering comprehensive cyber exercises such as Live Fire drills, digital twin-based training environments, and Capture The Flag scenarios—tools that are crucial for preparing organizations against rapidly evolving cyber threats, including AI-driven attacks and warfare.

During the announcement, Andrus Kivisaar expressed the significance of this partnership, stating, "Collaborating with the Cyber Defense Research Institute is a critical milestone in our mission to strengthen global cyber security. Japan is a vital market, and we are proud to assist its government and key infrastructure organizations in reinforcing their cyber resilience."

In 2024, the Cyber Defense Research Institute will become an independent entity specializing in national security, having previously operated under Soliton Systems. CDRI aims to enhance cyber capabilities and develop cyber talent by closely collaborating with university cyber security experts. As stated by the president of CDRI, Tetsuya Tsuchiya, "CybExer has a wealth of global insights and practical operational experience. Together, we aim to make a significant contribution to Japan's cyber security framework and build a robust operational collaboration environment for public-private partnerships in cyber defense."
