California School Districts Join Forces for Student Success
In an innovative move to improve educational outcomes, four California school districts have partnered with the Center for Outcomes Based Contracting and the California Department of Education’s Expanded Learning Division. This collaboration is designed to introduce outcomes based contracts that focus on high-dosage tutoring, a method aimed at enhancing student achievement through targeted interventions.
What Are Outcomes Based Contracts?
Outcomes based contracting is a procurement strategy that aligns the interests of school districts and service providers. Instead of merely paying for services rendered, this model allows a portion of the providers’ compensation to be linked directly to measurable student performance metrics. Research suggests that implementing such contracts can significantly improve educational results, fostering stronger partnerships between schools and external service providers while simultaneously enhancing the districts' operational capacities.
In a recent statement, Brittany Miller, Executive Director of the Center for Outcomes Based Contracting, highlighted the potential of this initiative, saying, "Early adopter districts in California have already shown what’s possible when contracts are designed around student outcomes. We’re excited to build on that early momentum by bringing four more districts together to learn, test, and refine this approach."
The Participating Districts
The four districts taking part in this pioneering effort include:
- - Elk Grove Unified School District
- - Inglewood Unified School District
- - Visalia Unified School District
- - San Jacinto Unified School District
Each district will establish a leadership team comprising three to five individuals and is set to implement a tutoring program targeting at least 400 students. Notably, a minimum of 40% of provider payments will be contingent on achieving specified educational outcomes.
As part of this initiative, the participating districts will gain access to expert coaching, implementation tools, evaluation support, and collaborative learning opportunities—all at no cost. They will engage in workshops, site visits, and ongoing improvement cycles to ensure effective application of their contracts.
Building on Existing Successes
This cohort is part of a broader momentum already seen in California regarding outcomes based contracting, with districts like Santa Ana Unified, Fresno Unified, and Milpitas Unified leading the way. In 2023, Santa Ana partnered with the Center to revamp its literacy support system, attaching 55% of provider payments to student performance metrics. What started as a small pilot program for only 42 students expanded significantly, servicing 1,152 students across 27 schools the following year. Remarkably, 72% of students achieved at least one contracted outcome, showcasing the effectiveness of linking financial incentives to educational success.
The success of these initiatives illustrates the positive impact of tailored contracts on student engagement and performance, with Santa Ana reporting a 78% attendance rate and a commendable 89% tutor-student match rate.
About the Center for Outcomes Based Contracting
The Center for Outcomes Based Contracting is a non-profit organization dedicated to assisting school districts and educational providers to cultivate outcomes based contracting frameworks. Their focus is on fostering innovation, ensuring mutual accountability, and promoting perpetual improvement in educational settings. By integrating measurable student outcomes into contracts, the Center empowers districts to make informed, data-centric decisions, particularly in times of limited resources.
Through direct support and the establishment of the Standards of Excellence for Outcomes Based Contracting™, the Center aims to provide benchmarks that facilitate high-quality contracts uniting the interests of districts, educators, and students.
In conclusion, as these four California school districts embark on their journey of outcomes based contracting, they are setting a precedent for educational reform that prioritizes student achievement, effective use of resources, and collaborative partnerships. This initiative not only promises to uplift the academic experiences of numerous students but could also serve as a model for districts across the nation aiming for improved educational outcomes.
