Media Briefing Highlights Hainan Free Trade Port's Global Significance
On November 24, 2025, the Hainan International Media Center organized a significant media briefing in Haikou, focusing on the Hainan Free Trade Port (FTP). This event saw the participation of officials from local agencies who engaged with journalists from 33 different countries, emphasizing the region's vital role in global trade.
The briefing revealed that the Hainan FTP is preparing for the official launch of its island-wide special customs operations scheduled for December 18, 2025. This initiative aims to create a more efficient customs framework to facilitate trade between Hainan and international markets. Local officials emphasized that the necessary policy and infrastructure are in place, with eight first-line and ten second-line ports established to support these operations. A comprehensive trial of the special customs operations has already been conducted to ensure that the launch will proceed smoothly.
Among the policies put forward, 18 tax incentives have gained significant attention, which include three zero-tariff lists and exemptions related to products that retain a 30% added value after processing. Notably, the new tax structure also introduces a dual cap of 15% for both corporate and individual income tax. Early implementation policies such as duty-free shopping upon departure from the island and tax exemptions for medical instruments entering the Boao Lecheng International Medical Tourism Pilot Zone stand out as significant ways to attract foreign investment.
As the Hainan FTP transitions to a more structured customs operations system, the previous zero-tariff policies will be integrated into a negative list management framework. This necessitates a consolidation of tax policies, which will encompass 17 key policies, enhancing the benefits available for a wider range of goods entering the market.
The anticipated results of streamlining tax structures are expected to boost the island’s status as a premier gateway for global commerce in the coming years.
