The Launch of Japan's First Digital Immunization App in Tokyo's Toshima Village

In a groundbreaking initiative, Mila-bo Co., Ltd., based in Chiyoda City, Tokyo, has announced the launch of Japan's first medical institution app supporting digital immunization management, titled 'mila-e Vaccination.' This innovative application is set to be operational from June 2026 in Toshima Village, Tokyo, and aims to enhance the efficiency of vaccination processes in conjunction with the Ministry of Health, Labour and Welfare's digitalization efforts.

Background of Digital Transformation in Healthcare

As Japan faces challenges of an aging population and declining birth rates, there’s a rising demand for quality medical services. Traditionally, much of the healthcare operations relied on paper, creating inefficiencies in managing vaccination records, issuing appointment slips, and coordinating billing between municipalities and medical institutions. With the introduction of a revised vaccination law in June 2026 designed to streamline vaccination information management, the responsibility falls on both medical facilities and local governments to adapt and reduce their administrative burden.

Features of the 'mila-e Vaccination' App

Mila-bo has been a leader in digital maternal and child health management since its inception in 2013. The 'mila-e Vaccination' app will transition from a pilot program serving six municipalities since June 2022 to a comprehensive digital solution set for nationwide implementation. The new features include:
  • - 24/7 Accessibility: Residents can fill out digital pre-vaccination questionnaires anytime, anywhere via their smartphones. On the vaccination day, they will simply need to present their My Number Card for verification, eliminating the hassle of paper submissions.
  • - Healthcare Efficiency: Medical institutions will benefit from alert systems for vaccination eligibility, reducing the possibility of misadministration and streamlining workflows.
  • - Immediate Records Access: Local governments will be able to instantly verify vaccination records online, simplifying billing processes between health institutions and municipal offices.

The Introduction in Toshima Village

As part of this nationwide first, Toshima Village will implement 'mila-e Vaccination,' focusing on regular immunizations for children (Category A diseases) and seniors (Category B diseases), beginning on June 18, 2026. This initiative positions Toshima Village as a model for digital healthcare transformation and a frontline example for other municipalities in Japan, particularly those that have yet to adopt digital management systems. This project, coupled with the introduction of the 'mila-e Oyakotecho' app for maternal and child health in May 2026, illustrates Toshima Village's commitment to enhancing healthcare services through digital innovation.

Vision for the Future

Yoshito Murayama, the village mayor, highlighted their aim to create a community where all residents feel safe and secure, utilizing digital technology to enhance public services for families with children and the elderly. This initiative aligns with their commitment to provide meticulous administrative services, ultimately improving the well-being of their residents.
