3rd GTI Forum on Digital Intelligence in Hong Kong: Driving Inclusive Global AI Development

On September 8, 2026, Hong Kong hosted the 3rd GTI Forum on Digital Intelligence under the theme "Openness, Sharing, Cooperation - Advancing AI Development." This gathering aimed to enhance global collaboration for artificial intelligence (AI) and emphasized the importance of inclusive growth in this rapidly evolving field.

Chairman Gao Tongqing of GTI highlighted the organization’s commitment to fostering collaboration across various sectors, emphasizing the necessity for open communication and the establishment of shared development priorities. GTI's approach includes collaborating with international organizations, regulatory bodies, universities, and research institutions to deepen cross-domain and cross-regional cooperation. The aim is to drive integrated innovations in AI that can be leveraged globally for accessible use.

GTI has established eight open laboratories across Asia, Europe, and North America, creating a collaborative environment for AI development. They have also initiated a global Open Innovation competition in partnership with GSMA, which encourages creative problem-solving in the industry, while over 50 white papers and research reports have been published, providing practical guidance for addressing shared challenges across the AI landscape.

To provide insights into AI development and bridge the digital knowledge gap, the Mobile Intelligence Integration Index (MI³) was introduced, alongside a Mobile AI Whitepaper and the AI Security Governance Initiative. These initiatives aim to ensure a secure, trustworthy, and inclusive development of AI technologies.

As AI technology progresses rapidly, three core pillars have become apparent: technological innovation, industrial application, and governance practices. In this new phase of AI development, Chairman Gao proposed several initiatives:

1. Promote Technological Innovations: By consolidating global resources from industry, academia, and research, GTI aims to utilize open laboratories and testing environments to foster international collaborative R&D projects, addressing key technical bottlenecks collectively.
2. Expand Application Scenarios: GTI will identify high-quality application scenarios across different sectors, such as healthcare and transportation, to deepen AI integration and enhance research and innovation.
3. Foster Trustworthy Governance: GTI is dedicated to facilitating international discussions regarding AI standards, security, and governance, adhering to a philosophy of responsible AI.

Li Huidi, the Executive Vice President of China Mobile, reinforced the importance of GTI as a platform for collaboration on advancing AI technology and its applications. He acknowledged the transition of AI from isolated tools to universal capabilities, emphasizing AI's impact on productivity and societal management. The interconnectivity between human, machine, and data is evolving, igniting a comprehensive transformation across various industries.

To align with these changes, China Mobile is accelerating the integration of AI with telecommunications and networks, enhancing coordinated growth across communications and computational frameworks. As the “AI+” era begins, China Mobile seeks partnerships across all sectors to pave the way for future advancements.

In his address, Li proposed the following:
1. Expand Digital Competencies: Focusing on core technologies such as large models and integrated resource planning, both parties will work to build a secure, interconnected, and trustworthy AI infrastructure.
2. Develop Intelligent Application Scenarios: China Mobile will intensify efforts in various domains, striving for groundbreaking applications that promote AI services and accessibility for all.
3. Promote an Open Global Ecosystem: Collaboration with industry, academia, research, and investment sectors will continue to build cross-border platforms for AI and establish guidelines for safe data management and algorithm security.

China Mobile and GTI, along with over 20 industry partners, have released the GTI AI Security Governance Technology White Paper, marking a significant stride toward responsible AI development. The forum also featured sub-forums on Smart Transportation and Mobile AI, welcoming more than 20 experts from varying sectors to discuss integrated AI development, aiming for widespread implementation of AI solutions that assist in modernizing all industries.

The 3rd GTI Forum on Digital Intelligence not only underscores the necessity for collaborative efforts in AI but also reinforces the need for inclusive strategies that will ensure technological benefits are accessible to all, paving the way for sustainable future innovations.
