Seven Months Left: A Free Guide to Inheritance Registration from CENTURY21 Central Property

As the deadline for inheritance registration approaches, CENTURY21 Central Property is stepping up to help those facing the complex task of changing property titles due to inheritance with a new, free resource. Set to be released on September 1, 2026, the "Inheritance Registration Complete Guide (2026 edition)" will provide essential insights into the necessary steps to take.

This guide aims to assist individuals who may not have the knowledge or understanding of the intricacies involved in the registration process, especially as it has become a legal requirement following the amendments coming into effect on April 1, 2024. Under these new regulations, all inherited properties must be registered no later than three years after the heir becomes aware of their inheritance. Failure to comply without a valid reason could incur fines of up to 100,000 yen.

But it’s not just future inheritances that are at stake; properties passed down decades ago without a name change are also covered by these new rules, and the cutoff date of March 31, 2027, is looming. Many individuals are still unaware of the ownership status of their family homes, only realizing that the title is still under their grandfather’s name when it’s almost too late to act.

The Roadblocks Revealed by Recent Surveys

CENTURY21 Central Property recently conducted a survey among 240 individuals aged between 40 and 60 to better understand the challenges associated with selling inherited properties. The results painted a troubling picture, revealing that a staggering 76.66% of respondents are struggling with lengthy selling processes, some taking over a year or having yet to sell at all.

The most frequently encountered issue was the difficulty in finding buyers, as indicated by 37.50% of participants. The survey also highlighted a concerning lack of understanding regarding the costs and tax implications of selling inherited properties, with 69.59% stating they know little to nothing about topics like capital gains tax. While many are keenly aware of the potential costs involved in property transactions, they often lack the necessary knowledge to navigate the regulatory landscape effectively.

The inheritance registration process involves multiple steps—validating heirs, collecting vital documents, preparing a division of inheritance agreement, and finally submitting your application to the Legal Affairs Bureau. This can be a daunting challenge that can take from two to three months if everything goes smoothly, but can just as easily extend into a year due to potential documentation issues or the difficulties of negotiations among heirs.

Understanding the Cost Sensitivity and Gaps in Knowledge

The survey further revealed that when it comes to choosing a real estate company, 34.58% of respondents prioritized low fees over important factors like expertise and appraisal values, indicating a tendency to focus on immediate costs. Conversely, understanding tax implications—like inheritance tax and associated fees—was markedly low, highlighting a significant gap that must be bridged. In terms of inheritance registration, individuals may find the registration tax is approximately 0.4% of the property’s fixed asset assessment value. Additionally, hiring legal assistance could range between 60,000 to 150,000 yen, bringing the total to as high as 300,000 yen when considering all applicable expenses. It’s vital to have clarity on when and how much these registration processes will cost in order not to postpone actions unnecessarily due to confusion or lack of information.

Our guidebook thus serves a critical purpose—to dispel fears and uncertainties around the registration process by providing comprehensive, easy-to-understand information on registration deadlines, costs, required documents, and the step-by-step procedure for self-application or hiring professionals.

Final Thoughts from CEO Masahiro Matsubara

"Inheritance registration isn’t merely an administrative formality. A neglected title can complicate relationships and impede the sale of property, effectively rendering it unsellable. As a company that has dealt with over 50,000 counseling sessions related to inherited real estate, we believe there are numerous individuals hesitating to seek help before simply giving up.
