Highlights from the 2026 Global Ocean Development Forum in Qingdao, China

An Overview of the 2026 Global Ocean Development Forum

Recently, Qingdao, a coastal city in eastern China's Shandong Province, hosted the 2026 Global Ocean Development Forum with the primary goal of enhancing sustainable marine economic growth. This year’s forum embraced a comprehensive framework dubbed "1+1+4+8", which encompassed an opening ceremony, a principal forum, a dialogue on ocean civilization, four distinct parallel forums, and eight additional side events.

During the main forum, several significant outcomes were released, including two essential reports: the "World Marine Economy Development Report 2026" and the "China Ocean Development Index Report 2026". The former delves into nine major global marine industries across nearly thirty coastal nations, capturing the dynamics of the global marine economy from 2025. This information serves as a critical reference for policymakers, businesses, and researchers focused on marine economic strategies.

The China Ocean Development Index Report evaluates various dimensions of marine activities, such as economic performance, innovation in science and technology, and ecological health. Notably, it revealed an impressive annual growth of 2.5% in the index, reaching 132.3 in 2025. In addition to these reports, the forum introduced multi-source datasets aimed at global marine environmental monitoring. By employing an integration of remote sensing, on-site observations, and AI calibrations, these datasets provide insights into crucial marine environmental changes like thermal conditions, oceanic wave patterns, typhoon impacts, and overall ecological health.

To foster a collaborative international approach towards marine governance, the forum also launched the "Global Initiative for the Ocean Decade Marine Public Welfare Action". This initiative emphasizes urban collaboration, scientific empowerment, ecological conservation efforts, promoting public participation, and enhancing the blue economy. Since its inception in 2024, the Global Ocean Development Forum has garnered extensive participation from international organizations, public departments from various nations, universities, and research institutions.

Organized by the People's Government of Shandong Province in partnership with the Ministry of Natural Resources, this year's forum acted as a valuable platform for nations at different levels of development to share opportunities related to marine economies and to come together to tackle governance challenges. Shandong province, which reported a gross marine product of over 1.9 trillion yuan in 2025, maintaining its position as the second largest marine economy nationwide, has proposed to further capitalize on green shipping initiatives and marine renewable energy sectors. This commitment aims to work in unison with all stakeholders towards creating a more resilient and sustainable landscape for oceanic development.

As the discourse on sustainable ocean development continues, forums like this not only highlight the importance of ecological sustainability but also encourage international cooperation in harnessing marine resources responsibly. The efforts showcased in Qingdao are crucial for future advancements in global maritime governance and the sustainable utilization of ocean resources.
