Ulysses Development Group Celebrates Affordable Housing in Phoenix
On September 22, 2025, the Ulysses Development Group (UDG) hosted a grand opening for the Dahlia Village, a new community offering 126 affordable homes in Phoenix, Arizona. This initiative highlights UDG's commitment to addressing the urgent need for affordable housing in the area, which is critical as housing costs soar.
The event attracted local community leaders, including Phoenix Councilwoman Kesha Hodge Washington, who underscored the significance of such projects. "As housing costs continue to rise, more than half of Phoenix renters are struggling to make ends meet, and one in four spends over half their income on rent alone," she stated. "Dahlia Village, featuring 126 affordable homes built through a united public-private effort, stands as a testament to what we can achieve when we work together." Councilwoman Washington emphasized that every Phoenix resident deserves access to stable and affordable housing.
Located at 3620 S 12th St, Dahlia Village was created through various funding sources, including:
- - Arizona Department of Housing: $8 million in multiple funding schemes
- - Citibank: Over $38 million in construction and permanent financing via the Arizona Industrial Development Authority (AZIDA)
- - City of Phoenix: $1 million from ARPA funds
- - Enterprise Community Partners: $18 million in equity derived from 4% low-income housing tax credits
This combined investment is integral to making affordable housing a reality in Phoenix. Vice President of Development, Ahmed Abdelhameed, remarked, "This momentous occasion would not be possible without the help of each of our partners. Thanks to their collaborative mindset and dedication to their communities, we've successfully opened Dahlia Village and are jumping into construction on another 72 units of affordable housing for Phoenix residents."
As part of UDG's ongoing efforts, the construction of Wild Rose Flats is set to commence on September 23, 2025. This upcoming community, located at 2949 N 43rd Avenue, has been awarded 22 project-based vouchers from the City of Phoenix. In partnership with the local nonprofit Save the Family, the community will provide supportive services to ensure long-term housing stability and resident success.
This effort highlights UDG's mission to develop, acquire, and invest in affordable housing, using sustainable solutions to benefit residents and the communities served. Established in 2021, UDG currently owns 2,230 apartments across five states and aims to create or preserve an additional 2,000 units by the end of 2026.
The commitment to creating affordable living spaces is more vital than ever, especially as many families in Phoenix struggle to balance their housing costs with other living expenses. Initiatives like Dahlia Village and Wild Rose Flats not only provide homes but also foster a sense of community and stability for families in need. By continuing these efforts, UDG is paving the way for a future where every resident has the opportunity to thrive in a safe and affordable environment.
