CyberLinks Launches Pioneering Online Consultation Service in Edogawa, Tokyo

CyberLinks Launches Innovative Online Consultation Service in Edogawa

Tokyo’s Edogawa Ward has partnered with CyberLinks, a company based in Wakayama, to introduce an advanced online consultation service named "Open LINK for LIFE Minna no Madoguchi." Launching in April 2026, this service symbolizes a significant step forward in digital transformation (DX) for municipalities across Japan.

About the Service

The "Open LINK for LIFE Minna no Madoguchi" aims to enhance accessibility and efficiency for both residents and municipal staff. Utilizing advanced technologies such as My Number Card for identity verification and public personal authentication (JPKI) for electronic signatures, the service encompasses a wide range of 120 sensitive administrative tasks, including welfare, childcare, and tax services. This focus on robust verification processes is designed to prevent identity fraud and ensure the provision of high-quality services online that previously required in-person visits.

This service allows citizens to connect securely to administrative offices anytime and anywhere, eliminating the necessity for commuting to city halls and thus improving service accessibility.

Features of the Online Consultation

The platform is designed for easy use on both PCs and smartphones, facilitating real-time interactions between residents and municipal staff. It incorporates essential features such as:
  • - Web Booking Functionality: Enabling residents to schedule consultations easily.
  • - Automated Reception System: Streamlining appointment reminders and managing consultation history.

By automating routine tasks, the service alleviates the administrative workload on staff, allowing them to focus on providing high-quality consultations.

My Number Card Integration

A key component of this service is its compatibility with CyberLinks’ My Number Card verification app, "MaiSain®." This application enables simplified yet secure identity verification processes by scanning My Number Cards with smartphones. This integration of consultation and authentication facilitates the digital transformation (DX) of complex procedures that were previously cumbersome to complete online.

Future Developments

CyberLinks is committed to continuous improvement of the "Open LINK for LIFE Minna no Madoguchi" platform, aiming to provide uninterrupted administrative services 24 hours a day, 365 days a year. Key features of future developments will include:
  • - Always Available: A 24/7 automated reception and consultation framework.
  • - Universal Access: Support for both face-to-face and online communication to cater to various user preferences.
  • - Seamless Transactions: A one-stop solution that connects consultations to electronic applications effortlessly.

For those interested in experiencing the service first-hand, CyberLinks will demonstrate its functionalities at the upcoming 6th Local Government DX Exhibition during the Local Government and Public Week 2026, scheduled from May 13 to 15 at Tokyo Big Sight.
