MISO Chooses Consortium to Develop Major Energy Grid Project in Iowa
The Midcontinent Independent System Operator (MISO) recently made a significant decision by selecting a consortium comprised of Ameren Transmission Company of Illinois (ATXI), GridLiance Heartland, LLC, and Dairyland Power Cooperative. This partnership has been entrusted with developing, constructing, operating, and maintaining a major transmission project in Iowa, marking a pivotal advancement in the region's energy infrastructure.
The project, named the East Adair – Minnesota/Iowa State Line – Arbor Hill – York Avenue (EASL), is designed to establish a new 765-kilovolt (kV) transmission backbone. This critical development is expected to ensure safe, reliable, and economical energy delivery to various communities throughout the Midwest. The overall cost estimates for this project from MISO stand at approximately $1.23 billion, reflecting a considerable investment in the future of energy transmission.
ATXI and GridLiance will spearhead the project’s development. Once the project becomes operational, the ownership will be divided among the partners: 42.5% for both ATXI and GridLiance, and 15% for Dairyland Power. This shared ownership underscores a collaborative approach to enhancing the electric grid, which is essential for accommodating the growing energy demands of the region.
Shawn Schukar, the chairman and president of ATXI, emphasized that MISO's selection of their proposal highlights a commitment to delivering value to customers. He stated, “We focused on developing a proposal that is reliable, economical, and able to be built on time. Now, we are excited to deliver this project and see it benefit Midwest communities for decades to come.” This sentiment was echoed by Matt Valle, president of NextEra Energy Transmission, who noted the importance of modernizing the grid to meet evolving energy needs affordably.
Brent Ridge, president and CEO of Dairyland Power Cooperative, also highlighted the critical nature of the project, explaining that a robust transmission system is vital for supplying the reliable electricity communities rely on while also preparing for future energy resources and economic growth. The addition of this transmission line will contribute significantly to bolstering the regional grid, improving resilience, and providing flexibility necessary for future demands.
The EASL project involves the construction of a 765-kV transmission line that will cover approximately 187 miles, alongside a 345/765-kV substation named East Adair, and two additional 345-kV transmission lines spanning about 22 miles. The high-voltage line will extend northward from the new East Adair Substation located in southern Iowa to the Minnesota/Iowa state line.
Moreover, the first 345-kV transmission line is designed to connect south from East Adair to a dead end east of York Avenue, while the second 345-kV line will link the East Adair Substation to the existing Arbor Hill Substation in southern Iowa. This project is part of MISO's Long Range Transmission Planning Tranche 2.1 Portfolio, which received initial approval in December 2024. The anticipated in-service date for the 765-kV portion is June 1, 2034, followed by the 345-kV sections expected to be operational by June 1, 2032.
As the EASL project moves forward, it will be subject to a rigorous regulatory review process and will include extensive stakeholder and community engagement initiatives. Additionally, ATXI, GridLiance, and Dairyland were previously selected to execute other related projects, including the Sub T – Iowa/Illinois State Line – Woodford County (STIW) and Woodford County – Illinois/Indiana State Line (WIIL), which further illustrates the consortium's growing role in enhancing the Midwestern electric grid.
Ameren Corporation, based in St. Louis, stands at the forefront of the electric utility landscape, servicing around 2.5 million electric customers and over 900,000 natural gas customers across a 64,000-square-mile area. Ameren Illinois provides essential electric transmission and distribution services, while Ameren Missouri offers electric generation and gas distribution.

Overall, this consortium's selection by MISO marks not only a strategic move for energy transmission in Iowa but also symbolizes a commitment to building a modern, resilient electric grid that will meet the needs of future generations.
