Launch of the Safety DX Initiative in Shiretoko
On July 14, 2026, a landmark agreement was signed in Shari Town, Hokkaido, between AUTHENTIC JAPAN Inc., Shari Town, and INCLUSIVE Holdings Inc. to promote the "Safety DX" initiative aimed at enhancing the safety of visitors in Shiretoko, a UNESCO World Heritage site. This agreement is part of the Ministry of Internal Affairs and Communications' package to promote regional digital transformation and has been recognized under its 2026 amendment.
Objective of the Safety DX Initiative
The Safety DX initiative seeks to utilize LPWA (Low Power Wide Area) communication networks and satellite positioning technology to effectively track the locations of visitors, thereby enhancing safety measures while promoting tourism. Shiretoko is known for its stunning natural beauty that attracts many tourists but also poses hazards, particularly due to its population of brown bears and various outdoor activities like hiking and sightseeing cruises.
In August 2025, an incident involving a bear attack on climbers highlighted the urgent need for improved safety measures, emphasizing the importance of establishing a system to support visitor safety in this unique region. As Shiretoko approaches its busy summer season, stakeholders now recognize the urgent necessity for a robust mechanism to ensure that safety and enjoyment can coexist for all visitors.
Key Features of the Initiative
The project will involve creating a robust LPWA communication network across key tourist areas in the Shiretoko Peninsula. By combining this with satellite positioning technology, a system will be developed to effectively utilize visitor location data. This will cover major activities like hiking and sightseeing cruises, ensuring that safety measures can be promptly activated in case of emergencies.
Moreover, while maintaining respect for the environment of this World Heritage site, the initiative aims to create a digital infrastructure that enables rapid search and rescue operations. By showcasing these safety measures both domestically and internationally, the initiative will contribute to the development of Shiretoko's brand as a safe and enjoyable natural adventure destination.
AUTHENTIC JAPAN’s Ongoing Safety Efforts
Since its inception, AUTHENTIC JAPAN has been actively working on safety initiatives through its services "Kokoheli" for mountainous areas and "Kokoheli Marine" for marine environments in Shiretoko. Starting in January 2026, the company partnered with INCLUSIVE Holdings to advance this initiative. By April of the same year, the company began lending out beacon devices at five locations, including the Shiretoko Nature Center. This targeted approach integrates bear deterrent spray with personal beacons, allowing visitors to carry essential safety equipment conveniently while engaging in their adventures.
In addition, safety measures tailored to the marine environment have been initiated, focusing on using location data for tourist vessels. The goal is a comprehensive safety infrastructure suitable for the unique natural surroundings of Shiretoko. This collaboration among the three parties will take safety measures previously conducted individually and develop them into a more cohesive regional approach labeled as "Safety DX."
The Roles of Each Entity in the Collaboration
This agreement outlines the specific contributions from each party to ensure the success of the Safety DX initiative:
- - Shari Town: Responsible for coordinating efforts with local stakeholders.
- - AUTHENTIC JAPAN: Tasked with the operation of safety systems including "Kokoheli" and "Kokoheli Marine," driving on-the-ground implementations for both land and sea areas.
- - INCLUSIVE Holdings: Overseeing the management of the entire project, public relations, and proposing solutions to regional challenges using satellite data.
Together, these entities will aim to enhance visitor safety and tourism value, resolving local issues while fostering sustainable development in the region.
Future Prospects
The Safety DX initiative represents a significant step forward in establishing a secure and enjoyable environment for visitors in Shiretoko. By harnessing technology and fostering cooperation between government and private sectors, this initiative lays the foundation for sustainable tourism coupled with safety and community well-being. The success of this project will not only safeguard visitors but also enrich the reputation of Shiretoko as a premier natural destination.
