Tsukuba City's Digital Transformation with BtoB Platform
In a significant move towards digital transformation, Tsukuba City has announced the implementation of the "BtoB Platform Invoice" provided by Infomart Inc., a leader in cloud solutions headquartered in Tokyo. This initiative is part of the city's broader strategy to enhance operational efficiency through digital tools, aimed at improving both staff work-life balance and the quality of administrative services.
Background of the Initiative
Under its "Digital Government Promotion Policy," Tsukuba City is pursuing comprehensive and cross-departmental initiatives, including the integration of digital tools for business process reengineering (BPR). While internal document approvals were successfully digitized in August 2022, the city faced challenges in handling paper invoices received from service providers. Staff members had to manually input invoice data into the financial accounting system, leading to errors and a significant increase in verification workload.
This inefficiency posed a considerable challenge, restricting personnel from focusing on creative tasks such as public service delivery and policy formulation. To tackle these issues head-on and to streamline administrative processes while reducing staff burdens, the city decided to adopt the BtoB platform, with pilots expected to start in January 2026 and full operations set to begin in August of the same year.
Expected Benefits of the Implementation
1. Significant Reduction in Workload
The introduction of the BtoB Platform will enable direct integration of invoice data into the financial accounting system, eliminating the need for manual entry of amounts and creditor information. This will greatly alleviate the burden of checking documents during the approval and review stages, resulting in a notable reduction in overall processing time for invoice-related tasks.
2. Drastic Improvement in Accuracy
Since manual input will be eliminated, there is an expectation that errors relating to amounts or creditor information will effectively be reduced to zero. This improvement is vital for enhancing the reliability and accuracy of administrative operations, which is essential for public trust.
Comments from Tsukuba City Officials
An official from Tsukuba City expressed the critical importance of accuracy in invoice processing, stating that even one error out of tens of thousands is unacceptable. Facing over 100,000 transactions annually—a number that continues to grow—they have struggled with chronic manpower shortages while trying to implement the BtoB platform amidst regular operations. Despite the challenges, they are optimistic that this solution will fundamentally resolve various issues and greatly enhance efficiency.
Overview of the BtoB Platform Invoice
The BtoB Platform Invoice not only manages the issuance of invoices but also addresses the receipt of invoices and payment notifications. Marked as Japan's top invoice cloud service, it supports the digitization of various invoicing tasks, significantly improving time, costs, and labor involved. The platform promotes paperless operations and facilitates remote accounting work without converting documents into PDF or other formats, utilizing a "data-to-data" exchange method that aligns with e-bookkeeping laws and the invoice system. As of December 2025, over 1.2 million companies are expected to utilize this service.
