Saomai Japan, headquartered in Setagaya, Tokyo, has launched a groundbreaking initiative named 'DENKOU', designed to provide educational support for foreign workers aiming to secure specific skills in the construction sector, particularly in electrical installation and facilities. This comprehensive program seeks to address the pressing shortage of skilled labor in the electrical sector and cultivate foreign workers who can contribute effectively from day one at construction sites.
The Labor Shortage Dilemma in the Electrical Sector
The construction industry faces significant challenges related to labor supply, with the number of active workers dramatically declining by approximately 30.4% since peaking in 1997, now standing around 2.08 million. More concerning is the fact that a staggering 36.7% of this workforce is over the age of 55. Projections indicate a looming shortage of approximately 1.29 million skilled workers by 2035, as highlighted by the Japan Construction Contractors Association in their long-term vision for the industry.
In response to these challenges, the system for skilled foreign workers was introduced in 2019. By 2022, it was enhanced further, with the integration of job classifications in the construction field into three categories: civil engineering, architecture, and infrastructure & facilities. This restructuring has facilitated the acceptance of skilled foreign workers in the sector; however, most companies still rely heavily on a 'on-the-job training' model that places a significant educational burden on site staff.
'DENKOU': A Paradigm Shift in Education Models
To remedy these challenges, Saomai Japan has developed 'DENKOU', a specialized educational support initiative for the electrical installation sector. The program begins with a robust educational curriculum aimed at helping participants pass the specific skill examination, which includes the Japanese Language Proficiency Test at N4 level or higher, alongside the Construction (Infrastructure & Facilities) Evaluation Test.
Beyond merely preparing candidates for certification, 'DENKOU' focuses on equipping them with the foundational knowledge necessary to thrive in electrical installation work. This encompasses essential training in safety protocols and specialized knowledge equivalent to a Grade 2 Electric Work Engineer.
