Toshima Mirai Cultural Foundation Unveils New MVV to Shape Its Future

The Toshima Mirai Cultural Foundation, under the leadership of Chairman Naoto Aiba, has officially established a new MVV (Mission, Value, Vision) to clarify its purpose and direction. This initiative was taken over a year, driven primarily by a dedicated group of young staff members. From the summer of 2025, a team of eleven individuals selected from various departments engaged in workshops and ongoing discussions to envision a future-oriented guide for the foundation's operations.

Young Staff Leading the Charge

The project aimed at prompting each staff member to reassess the foundation's significance and to cultivate shared values for the future. To this end, a total of seven main workshops were conducted, supplemented by three additional ones, which allowed for sustained dialogue even after the workshops concluded. These discussions evolved into a collaborative space, encouraging interactions across departments and roles. As a result, different perspectives on the foundation’s history, cultural arts activities, and community engagement coalesced into a cohesive MVV.

Creation Process

Step 1: Deepening Mutual Understanding

To kick off the project, members shared their individual experiences through a segment called "self-gatari." This was complemented by a look back at the foundation’s history through "historical gatari," which cultivated a deeper understanding of the organization. They also reviewed MVVs from other organizations for comparison and insight.
Step 2: Generating Ideas and Discussion

Ideas from various departments were gathered, focusing on themes like "Connecting people's hearts and creating vibrant communities" and "Energizing the community through culture." The discussions were robust and not limited to in-person encounters; online dialogues also flourished.
Step 3: Incorporating Comprehensive Views

The team conducted surveys and interviews with staff at the section chief level to collect diverse opinions, refining the expressions and concepts with a holistic view of the entire organization.
Step 4: Continuous Discussion Leading to Finalization

Even after the workshops, negotiations continued without compromise. Through a series of discussions involving the chairman and department heads, the MVV was meticulously crafted over the entire year.

Newly Established MVV

Mission (Why do we exist?)
To create an "ideal city" through the power of culture, in collaboration with the community. Our mission is to realize the vision outlined in Toshima’s basic plan, which celebrates encounters and smiles through cultural initiatives.

Values (What we cherish)
  • - Respecting diversity and turning differences and changes into vitality.
  • - Taking pride in cultural engagement and striving to produce better outcomes.
  • - Connecting people, towns, and cultures, and passing them on to future generations.

Vision (Our desired state)
  • - To be genuinely needed by the local community.
  • - Engaging in work that only we can accomplish.
  • - Ensuring happiness for our staff, their families, and all people we work with.

Voices from Participating Members

Those involved in the project shared their feelings, stating, "I realized how difficult it is to articulate our hopes for the foundation's future," and, "We created connections across departments that instilled hope for the foundation's future."

Chairman’s Remarks

Chairman Naoto Aiba commented, "The MVV we've established will serve as a beacon for our journey alongside the community. Culture has the power to connect people, foster pride and affection within the community, and generate hope for the future. We aspire to practice the ideals encapsulated in the MVV in our daily activities, continually ensuring our place as a necessary presence in society. Together with all of you, we will strive to build an 'ideal city' through the power of culture."

Future Developments

The establishment of the MVV is just the beginning. The foundation plans to create explanatory materials for staff and distribute videos from the chairman to facilitate understanding throughout the organization. The goal remains that each staff member embodies the new MVV, aiming towards becoming an entity truly needed by the community.
