Newton Consulting Supports Revamped Cyber Exercise for Shinkin Information System Center

Enhancing Cybersecurity: A New Era for Shinkin Information System Center

On March 11, 2026, Newton Consulting, a leading risk management consultancy based in Tokyo, officially announced its support for the Shinkin Information System Center in revamping their comprehensive cyber exercises. The introduction of a crucial training consulting service focusing on cyber attack response methods and the BCP and cyber training tool known as “dan-lo” signifies a pivotal step toward boosting the cybersecurity readiness of Japan's credit union industry.

Overview of the Introduction Case

The Shinkin Information System Center executes a wide range of services aimed at strengthening the foundational network systems of credit unions, alongside supporting operations such as internet banking systems. As cyber threats continue to escalate, enhancing the response capabilities within the credit union sector has become paramount. There is an urgent need for effective drills and training to prepare adequately for potential attacks.

Among the major examples of industry-wide drills, the Financial Services Agency hosts the “Delta Wall” exercise. However, participation limits at these events often exclude many credit unions, compelling Shinkin Information System Center to initiate its comprehensive industry-specific drills since 2018. To ensure these exercises remain relevant and impactful, they have decided to refresh the content of the 2024 exercise with assistance from Newton Consulting.

Testing Technical and Organizational Capacities

For the upcoming 2024 drill, Shinkin Information System Center will conduct a tabletop exercise where participants must react to a simulation of their organizational systems being infected with ransomware. This exercise is designed to evaluate both the technical response capabilities and the collective effectiveness of the organization's response team, emphasizing the importance of coordination among various departments, including IT, management, communications, and legal affairs during a cyber incident.

On the day of the exercise, representatives from over half of the credit union organizations participated actively. Utilizing Newton Consulting's BCP and cyber training tool “dan-lo,” teams engaged with the scenarios displayed on their screens, fostering a spirit of open discussion and collaborative problem-solving.

Following the exercise, each organization received individual evaluations, and an aggregate report provided insights into the performance of all participating entities. This allowed attendees to assess their unique strengths and identify areas for improvement, while also offering Shinkin Information System Center insights into industry-wide trends and challenges.

Understanding the Cyber Attack Response Training Consulting Service

With cyber threats on the rise, Newton Consulting emphasizes the need for a comprehensive training approach. This service allows organizations to simulate real-life scenarios, assessing the effectiveness of their internal response procedures. After the drills, expert consultants conduct evaluations to identify challenges and provide actionable recommendations, refining the participant's cyber mitigation strategies.

It supports both collective and individual training sessions, ensuring comprehensive preparation for all personnel.
