Luup Launches Campaign to Promote Bicycle Safety Ahead of Blue Ticket Introduction

Luup's Safety Initiatives in Light of New Bicycle Violation System



As part of an ongoing effort to enhance traffic safety, Luup, a major player in the electric bicycle and scooter sharing industry, has announced a series of safety initiatives to coincide with the introduction of the "blue ticket" system for bicycle violations. Starting April 1, 2026, bicycles will be subject to this new traffic violation enforcement method, which aims to streamline the process and ensure accountability for road users.

Background of the Initiative


Since 2020, the number of traffic accidents involving bicycles has remained stagnant, with approximately three-quarters of severe incidents resulting from violations by the cyclists themselves. To counteract this concerning trend, the Tokyo Metropolitan Police Department has transitioned from using cumbersome criminal procedures to a more straightforward "blue ticket" system, which allows for more effective enforcement of traffic laws.

In a recent survey conducted by Luup, it was revealed that over 90% of respondents were aware of the upcoming blue ticket system, yet fewer than half understood its details. Moreover, recognizing key traffic rules that could prevent serious accidents, like stop signs and lane changes, was alarmingly low, at around 40%. This indicates a significant need for broader public education on the subject.

Launching Educational Content


To address this knowledge gap, Luup has developed online educational content aimed at not only its users but the wider community as well. The initiative is part of the "Shibuya Safe Ride Project," supported by local organizations, and is designed to educate individuals about appropriate traffic rules. The platform will include quizzes to gauge understanding and promote active learning among users.

The survey results showed that among Luup's users, 97% knew about the blue ticket implementation, with 53% familiar with the specifics. This gap in knowledge correlates to frequent engagement with traffic rules through the platform's test and learning features, highlighting the importance of ongoing education in fostering compliance and awareness.

Detailed Activities Planned


Luup's safety campaign will kick off with several key activities:

1. Online Learning Platform Launch: Available from March 16, this platform will include various materials on traffic rules, safety tips, and a quiz section to self-assess users' knowledge. Access it here.

2. Helmet Rental Program: Starting April 1, staff will offer helmet rentals at designated bike ports, promoting safe riding. Rentals will occur at the Shibuya 2.22 port from 10 AM to 1 PM.

3. Safety Seminar: On April 5, Luup will host a safety seminar at the Shibuya Civic Center. The event will feature lectures on proper cycling practices, presentations by local police, and a hands-on experience with electric bicycles.

4. Awareness Campaign Materials: The campaign will also include poster displays and video content created to underline the importance of safety. A promotional video will be released on April 3, hosted by the Japan Shared Bicycle Association’s YouTube channel.

5. Community Engagement Efforts: On April 5, Luup will perform safety patrols in busy areas to remind cyclists of safety protocols, while staff will demonstrate safe riding practices throughout Shibuya from April 9 to 16.
