Strengthening Local Communities through Digital Transformation



In a groundbreaking move aimed at enhancing the well-being of local residents, the General Incorporated Association for Promoting Municipal DX (GDX) and the Smart City Institute of Japan (SCI-Japan) have officially entered into a mutual membership agreement. This partnership is designed to leverage the strengths of both organizations in promoting digital transformation (DX) in municipalities and advancing smart city initiatives, ultimately benefiting community residents by improving their quality of life.

Background and Objectives


GDX has been at the forefront of advocating for the digital transformation of local governments and regional revitalization through public-private partnerships. With its many initiatives, GDX aims to create a bridge for collaboration between various stakeholders. In contrast, SCI-Japan is a leading organization comprising approximately 810 members, including about 370 municipalities. It is dedicated to promoting smart city development aimed at enhancing residents' well-being and serves as a collaborative platform for government, industry, academia, and civil society.

This partnership marks a significant step forward as GDX's emphasis on implementing digital technologies aligns cohesively with SCI-Japan's focus on enhancing the 'Well-Being' indicators and promoting human-centered urban development. The goal is not just to streamline processes but to genuinely elevate the quality of life for citizens through accelerated municipal DX efforts.

Future Initiatives


1. Promoting the Well-Being Indicators


One of the main initiatives will involve the dissemination and practical application of SCI-Japan's Well-Being indicators. These indicators have already been recognized and incorporated into the Digital Rural City National Concept. GDX will facilitate the sharing of actionable insights on these indicators through its member network, allowing municipalities across the country to visualize and assess the impact of DX from the perspective of happiness and well-being.

2. Cultivating Smart City Expertise


Cooperation will also extend to the training of personnel dedicated to smart city initiatives. SCI-Japan offers advanced educational programs, such as the WBPD OASIS Program (Policy Design Training) and the City-Region MAP Program (Personnel Development Training). By integrating GDX’s practical support, these programs aim to cultivate the next generation of municipal leaders and digital talent essential for effective municipal transformation.

3. Accelerating Solutions through Public-Private Collaboration


The partnership aims to leverage the networks of both associations to tackle local challenges with innovative solutions. Through collaborative seminars and workshops, members from municipalities, private companies, and universities will work together to accelerate the development of smart cities tailored to Japan’s unique context.
