Toda City's Premium Electronic Voucher Initiative



On June 2, 2025, Toda City in Saitama Prefecture will kick off its fourth installment of the Premium Electronic Voucher program. This initiative, executed by the Toda City Chamber of Commerce, collaborates with Tobu Top Tours Co., Ltd. They have signed a business contract to provide a smartphone application, which will facilitate the usage of these vouchers. The goal of the program is to promote local shopping and invigorate the economy through a mobile platform known as TODA PAY.

Key Features of the Program


The fourth installment follows the previous year's success, introducing a new set of electronic vouchers designed to optimize local retail interactions. TODA PAY allows users to complete the entire process of application, purchase, and usage through a single platform. The vouchers can be utilized with ease; all a user has to do is scan a QR code at participating businesses and input the amount they wish to spend, down to the last yen.

The program consists of two types of vouchers: the All Store Common Voucher worth 9,000 yen for use at all participating shops, and the Small Business Dedicated Voucher valued at 3,000 yen, restricted to shops under 1,000 square meters. Together, they offer a considerable 20% premium, making the purchase of a set of vouchers worth 12,000 yen available for just 10,000 yen.

Program Details


  • - Total Issuance: Approximately 300 million yen (up to 25,000 sets available)
  • - Purchase Limit: Each individual can buy up to three sets, allowing for a maximum of 36,000 yen worth of vouchers for only 30,000 yen.
  • - Eligibility: The vouchers are available for residents and workers in Toda City.
  • - Utilization Period: The vouchers will be valid from June 2, 2025, to September 30, 2025.
