The revelation of PFI's mismanagement of the apartment portfolios prompted the AG's inquiry, emphasizing the importance of compliance with California housing regulations.

Following its management takeover of 39 properties in December 2021, MRC immediately focused on restoring a sense of stability and safety for thousands of residents who had faced years of neglect under PFI. Complaints regarding inconsistent utility charges and insufficient property management measures led to scrutiny from the AG. MRC proactively responded to these concerns by offering refunds for fees deemed inconsistent with tenant protection laws.
