SHEIN Enhances Product Safety Measures and Quality Management



SHEIN Group, a comprehensive online fashion and lifestyle platform, is taking significant steps towards strengthening its product safety and quality management systems. With its services spanning over 150 countries and regions by May 2025, SHEIN is committed to enhancing compliance and product quality while ensuring adherence to legal obligations in various markets.

New Goals and Initiatives


SHEIN has unveiled new goals aimed at fortifying its compliance and quality management systems. This initiative will boost the company’s efforts regarding product safety and quality and reiterate its commitment to upholding legal standards in every market it serves. The organization intends to deepen its collaboration with 15 internationally recognized product inspection agencies, thereby reinforcing the product testing framework. By 2025, SHEIN plans to expand the number of product safety and quality tests to 2.5 million annually, a significant increase of 25% compared to the previous year. Furthermore, the company anticipates investing about $15 million a year in compliance-related measures.

A Multi-Layered Safety and Quality Management System


SHEIN’s multi-layered safety and quality management system is designed in accordance with relevant regulations in different countries (for instance, the U.S. Consumer Product Safety Act and the EU General Product Safety Regulation) and incorporates its own robust safety standards. This quality management framework operates across various phases—before, during, and after sale—ensuring continuous monitoring to meet appropriate standards.

By 2025, SHEIN aims to further enhance product transparency and compliance management through strategic investments and expanded initiatives.

Supplier Compliance Standards


All suppliers, including manufacturing partners and third-party sellers, are required to comply with the relevant product safety laws and regulations alongside SHEIN's established management standards and policies, such as the Restricted Substances List (RSL) and Supplier Code of Conduct.

SHEIN maintains a library of approved materials available to all SHEIN designers, which now extends to include compliance-approved decorative elements and accessories. Any material seeking entry into this library must adhere to SHEIN’s standards and meet chemical safety regulations.

Fabric Management


High-risk materials like polyurethane (PU) must pass SHEIN’s RSL tests to be included in the material library. Starting April 2025, all fabrics potentially used in SHEIN’s children's apparel will also require chemical composition and flammability tests at the time of registration.

Compliance Tracking for Accessories


With the expansion of the material library, an additional compliance tracking system for final product accessories will be implemented, strengthening oversight of SHEIN brand apparel. Suppliers wishing to register accessories must submit test reports proving compliance with SHEIN’s RSL and related standards.

SHEIN's dedicated compliance team diligently monitors regulations worldwide and regularly updates the company’s standards and policies.

Rigorous Documentation and Certification Review


SHEIN enforces strict policies requiring suppliers to submit certificates for items in specific categories, including electronics, children’s toys, cosmetics, medical devices, personal protective equipment, and textiles for system checks and manual assessments.

By May 2025, SHEIN plans to bolster compliance management further and increase the verification frequency of testing reports, labels, and certifications like RoHS (EU) and FCC (U.S.) for all sellers dealing with high-voltage electronic products.

Continuous Monitoring and Product Testing


SHEIN collaborates with top-tier third-party testing agencies to conduct safety tests covering chemical substances throughout the entire product sales cycle.

By 2025, the company expects to deepen and expand partnerships with established global testing organizations, aiming to raise the number of tests from 2 million in 2024 to 2.5 million by the end of 2025.

Joy Jia, Vice Director of SGS's China E-commerce Team, stated, “SHEIN is a long-term partner for us, and we have been cooperating since 2021 to strengthen product compliance management. Our collaboration has been expanding annually, conducting quality inspections across textiles, toys, and accessories. We aim to enhance compliance and quality in target markets further through our partnership with SHEIN, earning the trust of consumers.”

Additionally, as part of its commitment to transparency and in response to severe regulatory risks, SHEIN voluntarily reports non-compliant products posing significant safety risks to regulatory authorities based on guidelines like CPSA and GPSR.

Assessing Supplier Performance


SHEIN evaluates suppliers based on various performance metrics, including pass rates for product tests and the rate of negative feedback. Actions against suppliers found non-compliant or in violation of policies can range from the removal of product listings, point deductions, limits on reordering, to contract termination, depending on the severity of the violation. In case of product-related complaints, the respective product will temporarily cease to be displayed on the site during the investigation.

Since the launch of the SHEIN Marketplace, the company has terminated dealings with over 540 sellers who did not meet compliance requirements.
