ASPCA Applauds NYC Council for Landmark Legislation to End Horse-Drawn Carriages

On October 22, 2026, the ASPCA® (The American Society for the Prevention of Cruelty to Animals®) expressed their support for the New York City Council's recent decision to pass Romanch's Law, previously known as Ryder's Law. This progressive measure aims to phase out horse-drawn carriage operations in the bustling streets of New York City by June 1, 2028.

Various stakeholders, including the Central Park Conservancy, elected officials, and public safety advocates, have come together, recognizing the need for a modern approach that respects both animal welfare and public safety.
