Sumida Ward's Innovative Collaboration to Promote Reuse and Recycling with R-LOOP Service

Groundbreaking Collaboration in Tokyo's Sumida Ward



In a pioneering effort towards sustainability, Sumida Ward in Tokyo has signed a collaboration agreement with Sumida Sansan Kai (a social welfare organization), Book Off Corporation, and BPLab to promote recycling and reuse of goods through the innovative R-LOOP service. Set to commence on May 30, 2025, this initiative marks the first such agreement among local municipalities in Tokyo.

The partnership acknowledges the growing population in Sumida Ward, which is projected to increase until 2030. Consequently, managing waste disposal effectively is becoming increasingly critical. By using the R-LOOP system, the aim is to enhance the reuse of clothes, daily goods, toys, and small sports equipment, thereby preventing waste and accelerating the transition to a circular economy. Furthermore, this initiative will create employment opportunities in the community by contracting the collection services to Sumida Sansan Kai.

Implementation Details


As part of this collaboration, R-LOOP boxes will be installed at four locations within Sumida Ward on May 30, synchronized with “Zero Waste Day.” The designated locations are:
  • - Tachikawa Recycling Stock Yard (2-9-5 Tachikawa, Sumida Ward)
  • - Sumida Recycling Center (5-10-1-111 Yokokawa, Sumida Ward)
  • - Sumida Sansan Plaza (4-30-16 Tachiba, Sumida Ward)
  • - Kirakuri Sumida Studio (3-34-4 Higashimukojima, Sumida Ward)

Residents can drop off a variety of items, including general clothing (provided they are not significantly soiled), fashion goods, daily necessities, toys, and sports equipment. However, certain restrictions apply: items like used masks, undergarments, household appliances with batteries, and hazardous items will not be accepted for collection.

R-LOOP Service Overview


The R-LOOP program offers residents an option for a 'no-waste lifestyle.' This efficient service allows participants to easily dispose of unwanted clothing and goods by placing them in designated boxes, facilitating their reuse or recycling. The collaboration with BPLab focuses on establishing a circular textile collection and processing platform, further enriching the community’s waste management strategy.

Launched in November 2024, R-LOOP aims to provide a seamless experience for residents who find it challenging to visit reuse shops or use packaging-intensive resale platforms. In the initial six months alone, over 15 tons of items were collected from more than 200 drop-off points, showcasing the program's remarkable potential for engaging the community in sustainable practices.

Collected items will undergo inspection and will be sold in international reuse shops, namely Jalan Jalan Japan, operated by Book Off Group. Any textiles that do not meet sales criteria are processed by partner companies to transform into recycled materials. Additionally, for every kilogram of items collected through the R-LOOP service, 1 yen will be donated to Sumida Sansan Kai to support local employment initiatives.

August 8 has been designated as “Reuse Day” to raise awareness of the benefits of reusing goods. The date, represented by the infinity symbol, encourages people to think about sustainability and recycling as a part of their daily lives.

Book Off continues to develop various services and initiatives aimed at promoting reuse, from its premium services in high-end retail spaces to its international business operations in the USA and Southeast Asia. Their efforts are further complemented by projects focused on environmental sustainability, ensuring that products and materials are utilized efficiently and responsibly.
