Starting in May 2026, the MinCLUB management service, operated by PEOPLE HORIZON Co., Ltd., will commence in Toda and Warabi cities in Saitama Prefecture, following its successful operation in Chiba. This expansion aims to streamline the operational challenges faced by community sports clubs, which have been growing rapidly under Japan's policy to promote local club management.

Background: Expansion of Local Club Activities

In response to the national initiative encouraging local club activities, municipalities across Japan are rapidly launching community clubs. However, the administrative burdens on these clubs have increased, involving complex tasks such as managing student records, communicating with parents, tracking attendance, collecting fees, and handling insurance enrollment. The current mix of paper, Excel, and various tools has compounded these challenges.

PEOPLE HORIZON recognized these unique problems faced by community clubs and developed the MinCLUB service, which commenced operations in April 2026.

Launching in Toda and Warabi

With the launch of MinCLUB in Toda and Warabi, all operations—from member management and attendance tracking to activity scheduling, fee collection, and insurance applications—will now be centralized on our platform, improving operational efficiency.

Partnership with Local Operators

PEOPLE HORIZON has formed an exclusive partnership with Oaks Best Fitness, a company specializing in fitness club operations primarily around Chiba. This collaboration not only provides the MinCLUB service but also ensures onsite operational support, making it easier to bring expertise in launching and running local clubs.

Future Plans

Our company aims to broaden the support for community club operations, expanding our service areas to include Chiba, Saitama, and Ibaraki prefectures. Following the launches in Narita, Yachimata, and Choshi in April 2026, the May kick-off in Toda and Warabi will be just the beginning, with plans to commence operations in several other municipalities by August 2026.
