SHEIN, a global fashion and lifestyle brand, is making significant strides in improving its supply chain by investing a whopping $42 million in enhancing its supplier network. This initiative forms part of the long-term
Supplier Community Empowerment Program (SCEP) aimed at creating a more transparent and supportive working environment for supplier employees and their families.
A Multifaceted Approach to Improvement
SHEIN has committed to this program with a specific focus on improving working conditions, enhancing manufacturing capabilities, and expanding community services that support employees and their families across the supplier network. By the end of 2025, the company aims to inject more than $42 million into this initiative, covering aspects such as upgrading facilities, developing innovative manufacturing solutions, and providing necessary community services that cater to the needs of supplier employees and their families.
The key pillars of the SCEP program are founded on SHEIN's core values of compliance and empowerment. Not only is SHEIN urging suppliers to adhere to compliance standards, but it is also offering solutions and tools that facilitate skill enhancement, supporting the suppliers' journey towards improved employee welfare and production processes.
Revamping Supplier Facilities for Greater Efficiency
So far, more than 200 suppliers have benefited from facility upgrades through SHEIN's initiatives. The total area revamped amounts to approximately 518,000 square meters, directly impacting around 33,600 employees within the supplier network. These upgraded facilities are designed following SHEIN's
Model Factory Standards, which entail optimized layouts, streamlined material flows, and flexible production spaces to meet modern manufacturing demands.
SHEIN assists suppliers in aligning their facilities with these set standards, enabling them to create a more contemporary layout and optimized production flows.
Encouraging Manufacturing Innovation and Skill Development
A critical aspect of the empowerment program involves the establishment of the
Centre of Innovation for Garment Manufacturing (CIGM). This hub serves as a research and development and training space for modern garment manufacturing techniques. Spanning an impressive 58,000 square meters, CIGM focuses on developing new tools that suppliers can implement, applying lean manufacturing principles and tech-driven systems to boost efficiency.
In 2025 alone, CIGM is set to conduct approximately 300 training and certification sessions, exceeding 13,000 participants. These programs extensively cover operational processes, quality management, and innovative garment manufacturing technologies. CIGM has also introduced 10 new production tools to streamline processes, including a unique presser foot for bead embroidery that enhances efficiency while reducing garment damage during manufacturing. Currently, over 180 different tools have been developed and implemented through this initiative to better support suppliers and their employees.
Enhancing Employee and Family Well-Being
Recognizing the importance of supporting suppliers beyond the production floor, SHEIN is committed to creating a resilient supply chain by addressing the comprehensive needs of supplier employees and their families.
To achieve this, the SCEP features two main employee-centric programs: the
Spotlight Program and
Childcare Facilities. These initiatives tackle the economic and community stability needs of employees and their loved ones.
Spotlight Program
Launched in 2021, the Spotlight Program provides financial assistance to employees facing temporary hardships, covering essential living expenses like educational and medical costs. As of 2025, over 37,000 employees have accessed this program via a user-friendly QR code application process that allows for effortless grants of over $800,000 to support 816 families.
Childcare Services
To cater to working parents within the supplier community, SHEIN is working on establishing childcare centers on supplier premises. These services, provided at no cost to supplier employees, secure a safe learning space for children close to their parents during working hours. By the end of 2025, 30 centers will be operational, helping over 1,000 children while aiding families in managing parenting responsibilities with less stress.
Supplier Success Stories
Facility Upgrade for Enhanced Manufacturing Capacity: Pan Yu, a supplier of SHEIN, undertook a comprehensive factory upgrade, enhancing the production floor layout according to SHEIN’s standards with the goal of streamlining operations. With SHEIN’s support covering over 40% of the renovation costs, this initiative marked a turning point. After the upgrades, production efficiency saw significant improvements, validating the importance of impactful investments.
Advanced Production Tools for Uniqueness: Supplier Huang Cheng has successfully introduced complex garment designs through CIGM’s newly developed tools, significantly reducing production time and enhancing the quality of fabric handling. The innovation secured by CIGM allows suppliers to fulfill higher-quality technical design requests, accommodating modern consumer demands.
