Kochi Prefecture has revised its "Kochi Prefecture Global Warming Countermeasures Action Plan" in March 2026, setting ambitious targets aimed at achieving carbon neutrality by 2050. The plan includes a goal to reduce greenhouse gas emissions by over 47% by 2030, followed by an escalation to 60% by 2035, and 73% by 2040, relative to the baseline year of 2013.

Currently, the industrial sector accounts for 28.2% of the total emissions in Kochi, while the transportation and commercial sectors contribute to a significant 56.0%. This data indicates that addressing emissions from businesses is essential for reaching the prefecture's goals.
