Japan Kanzai Environmental Services Secures New Facility Contract
Japan Kanzai Holdings, headquartered in Chuo-ku, Tokyo, has announced that its subsidiary, Japan Kanzai Environmental Services, has won a contract for the operation and management of a new waste incineration facility in Nishinomiya, Hyogo Prefecture. The operational responsibilities will commence after the facility’s completion, expected by the end of May 2032, lasting approximately 19 years and 10 months.
Background of the Project
Nishinomiya is currently operating two incineration facilities for combustible waste. The West Comprehensive Processing Center’s facility, established in 1997, is now outdated, prompting a plan for its consolidation. This initiative aligns with the “Nishinomiya City Circular Economy Promotion Regional Plan (Phase 3)” submitted to the Ministry of the Environment for the 2020-2026 period. The consolidation is expected to foster a more sustainable society through environmentally considerate waste processing technologies that efficiently recover and utilize energy.
Project Overview
The West Comprehensive Processing Center incineration facility project was bid under a public-private partnership model, whereby private contractors oversee everything from design to operation and maintenance (DBO method). The assessment took place via a comprehensive evaluation competitive tender and culminated in awarding the contract to a consortium led by Kanadebia, which also includes Ai Design, Maeda Corporation, and Japan Kanzai Environmental Services as key players.
Features of the New Facility
The upcoming facility will feature three stoker-type incinerators, capable of processing a total of 432 tons of waste per day. This will enable the generation of electricity via waste heat, allowing for self-consumption within the facility. Surplus electricity will be utilized in other public facilities and provided to surrounding areas, promoting energy efficiency and the use of renewable energy, thereby helping to reduce greenhouse gas emissions.
Role of Japan Kanzai Environmental Services
As part of this project, Japan Kanzai Environmental Services will contribute to the operation and maintenance through the special purpose company, Nishinomiya Environmental Technology. Their responsibilities will encompass operational management, electricity oversight, and data management.
The company has a rich history of managing public facilities including wastewater treatment plants and waste disposal facilities, ensuring stable operations and environmental conservation. Throughout this project, they will support the stable operation of the new facility while contributing to Nishinomiya City’s goals of greenhouse gas emissions reduction and establishing a circular economy.
