Exploring Smart Services to Support Outdoor Activities for People with Disabilities in Tokyo

Introduction


Tokyo is implementing smart technology to create an inclusive city where everyone can freely enjoy urban life, regardless of disabilities or language barriers. This initiative is part of the "2050 Tokyo Strategy," which aims to break down obstacles and foster interaction among citizens.

From September 10 to November 30, 2023, the Tokyo Metropolitan Government conducted a demonstration project to support individuals with disabilities through digital services. To raise awareness of this effective initiative, an experience tour was organized, allowing participants to provide valuable feedback, making it a highly meaningful event.

Four individuals with different types of disabilities participated: two with visual impairments, one using a wheelchair and having difficulty speaking, and another who is easily anxious. They utilized two applications, “Sode-en” and “Eye Co Support,” designed to assist with outdoor activities.

During the event, a participant with a visual impairment received moving support from a remote operator via the “Eye Co Support” app. The other participants used “Sode-en,” which enabled them to communicate their specific needs regarding their disabilities to the facility staff in advance, ensuring smooth entry and registration processes. They explored the “Takeshiba New Eight Views” area and experienced the scents and textures available in the outdoor “Kano Kei” herb garden.

Participant Feedback


Participants shared their experiences and highlighted the significance of the apps. A visually impaired individual mentioned that these applications increased their capability to act independently, reducing anxiety about communication and outdoor activities. Another participant expressed a desire to see more of such inclusive facilities.
